A. 
When any vehicle is parked or abandoned on any highway or public parking lot within this Village during a snowstorm, flood, fire or other public emergency which affects that portion of the public highway or parking lot upon which said vehicle is parked or abandoned, said vehicle may be removed by or under the direction of the Chief of Police, or by the Code Enforcement Officer of the Village.
B. 
When any vehicle is found unattended on any highway or public parking lot within the Village where said vehicle constitutes an obstruction to traffic, said vehicle may be removed by or under the direction of the Chief of Police, or by the Code Enforcement Officer of the Village.

After removal of any vehicle as provided in this article, the Police Department and/or Code Enforcement Department may store or cause such vehicle to be stored in a suitable place at the expense of the owner. Such owner or person in charge of the vehicle may redeem the same upon payment to the person with whom the vehicle is stored the amount of all expenses actually and necessarily incurred in effecting such removal and storage, such storage charges not to exceed a fee as set forth from time to time by resolution of the Board of Trustees per day or fraction thereof: $20 per day, plus an administrative fee of $50 for all impounded vehicles, to be paid upon redemption of the vehicle.

A fee as set forth from time to time by resolution of the Board of Trustees is hereby established for the towing or other removal as provided herein, and such fee and such further amount, if any, for such towing, plus any charges for storage, shall be paid to the Village before a vehicle shall be released to the owner thereof. If a vehicle shall be stored on public property, a fee as set forth from time to time by resolution of the Board of Trustees shall be paid for each day or portion of a day of such storage.
C. 
The Village will comply with the minimum timeframes for storage and notification under New York State law and may dispose of impounded vehicles beyond that timeframe. However, any vehicle that remains in storage for 90 consecutive days will be disposed of by the Village and will no longer be eligible for redemption by the owner of the vehicle.
It shall be the duty of the Police Department and/or Code Enforcement Department to ascertain to the extent possible the owner of the vehicle or the person having the same in charge and to notify him or her of the removal and disposition of such vehicle and of the amount which will be required to redeem the same. Said Police Chief or Code Enforcement Officer shall also, without delay, report to the Village Clerk the removal and disposition of any vehicle removed as provided in this article.
