A. 
Every person riding a bicycle or other vehicle propelled by muscular power upon the street and highway and public places shall be subject to all the provisions of this Part 1 applicable to the driver or operator of a vehicle except as to those provisions which by their nature can have no application.
B. 
No person shall operate or use a bicycle or other vehicle propelled by muscular power upon the streets and highways of the Village of Elmira Heights without first obtaining a license thereof from the Police Department of the Village.
C. 
The Police Department of the Village is hereby authorized and directed to issue bicycle licenses upon written application. Such a license shall be in such form as the Board of Trustees may designate or may be prescribed by the laws of the State of New York and shall be valid so long as the person named on the application for such license shall remain the owner of the subject bicycle.
D. 
Every person who sells or otherwise disposes of any licensed bicycle shall report such and return to the Police Department the license issued to such person as the licensee of such vehicle within five days of such sale or other disposition.
E. 
No person shall lawfully or maliciously remove, destroy, mutilate or alter the number of any bicycle frame licensed under this article or remove, destroy, mutilate or alter any license plate, seal or registration card issued under the licensing provisions of this article. Nothing in this article shall prohibit the Police Department from stamping numbers or other identification on the frame of a bicycle to be licensed on which no serial number can be found or on which the numbers are illegible or insufficient for identifying purposes.
F. 
The fee to be paid upon each application for a license under this article shall be as set forth from time to time by resolution of the Board of Trustees or such other sum as the Board of Trustees may set by order, and said application fee shall be paid at the time of making the application. All fees collected under this article shall be paid into the general fund of the Village of Elmira Heights.
G. 
In addition to the penalties provided, the Police Department of the Village of Elmira Heights or any member thereof may impound and retain possession of any bicycle operated in violation of the licensing provisions of this article and shall retain possession of such bicycle until the license provided for in this article is obtained.
