A. 
Summonses and complaints for violations of the provisions of this Part 1, except parking violations, shall be issued and delivered in the form and method described by the Commissioner of Motor Vehicles of the State of New York as provided in the Vehicle and Traffic Law.
B. 
Notices of violations of the provisions of this Part 1 as to stopping, standing and parking of vehicles shall be issued and served in such form and method as the Chief of Police shall prescribe or shall otherwise be provided by the Laws of the State of New York.
C. 
Disposition of alleged violations of the provisions of this Part 1 shall be as prescribed by the statutes and the laws of the State of New York.
A. 
Every person convicted of a traffic infraction for a violation of any provision of this Part 1 which is not a violation of any provision of the Vehicle and Traffic Law of the State of New York shall, for a first conviction thereof, be punished by a fine of not more than $100 or by imprisonment for not more than 15 days, or by both such fine and imprisonment; for a second such conviction within 18 months thereafter, such person shall be punished by a fine of not more than $200 or by imprisonment for not more than 45 days, or by both such fine and imprisonment; upon a third or subsequent conviction within 18 months after the first conviction, such person shall be punished by a fine of not more than $300 or by imprisonment for not more than 90 days, or by both such fine and imprisonment.
