The office of Plumbing Inspector, under the powers and duties defined by Chapter 327 of the Laws of 1900, and the amendments thereto, is hereby continued, but subject to the supervision of the General Manager of the Board of Public Utilities.

Each plumber licensed in the City and holding a certificate of competency issued in accordance with Article 4, § 46, of the General City Law shall renew his or her plumbing license annually by registering his or her name in the office of the Plumbing Inspector. Such registration shall entitle such person to do business as a licensed plumber during the calendar year in which he or she has so registered. Each person so registering his or her name between January 1 and February 28 of each year shall pay a registration fee as provided in Ch. 175, Licenses and Permits. Each person so registering his or her name after February 28 of each year but before April 30 of each year shall pay a registration fee as provided in Chapter 175, Licenses and Permits, plus a late registration penalty. Each person who fails to so register his or her name by April 30 of each year shall forfeit his or her plumbing license and shall be thereafter required to retake the examination for master plumber and pay all application or examination fees for such examination as may from time to time be required.
No new or original installation of plumbing shall be commenced in the city unless a plumbing permit shall have been granted by the Plumbing Inspector.

The Plumbing Inspector is hereby charged with the duty of enforcing this chapter and the rules and regulations formulated by the Examining Board of Plumbers pursuant to Article 4, § 44, of the General City Law, and the Plumbing Inspector shall be authorized to issue such process as is necessary to bring violators before the court upon being satisfied that the person to whom such process is issued is, in fact, the person chargeable with the violation.
