To cope with emergencies resulting from enemy action and natural or man-made disaster, the Village emergency government organization is established by conferring upon the Village President and other Village officials specified duties and powers consistent with Wis. Stat. ch. 166.
As used in this chapter, the following terms shall have the meanings indicated:
All measures undertaken by or on behalf of the state, the county and municipalities to prepare for and minimize the effects of enemy action upon the civilian population.
Includes civil defense and means all measures undertaken by or on behalf of the Village to prepare for and minimize the effects of enemy action and natural or man-made disaster upon the civilian population and to effectuate emergency repairs to or the emergency restoration of vital public utilities and facilities destroyed or damaged by such action or disaster.
How constituted. The Emergency Management Committee shall be composed of the Village President, Fire Chief, Police Chief and Coordinator of Emergency Management Services
Chairman. The Village President shall serve as Chairman of the Emergency Management Committee.
Duties. The Emergency Management Committee shall be an advisory and planning group and shall advise the Coordinator of Emergency Management Services and the Village Board on all emergency management matters. It shall meet monthly or upon the call of the Chairman. It shall annually prepare a budget for emergency management and present same to the Village Board for adoption. It shall prepare an annual report for the Village Board.
Office created. There is created the office of Coordinator of Emergency Management Services for the Village.
Appointment. The Coordinator shall be appointed by the Village President, subject to confirmation by the Village Board.
Term. The term of office of the Coordinator shall be two years and until a successor is appointed and qualified.
Powers and duties. The Coordinator, subject to the control and direction of the Emergency Management Committee and under the general supervision of the Village Board, shall:
Develop and promulgate emergency management plans for the Village consistent with state and county plans.
Direct the emergency management program for the Village, as required by the Village Board and the Emergency Management Committee.
Direct the Village emergency management training program and exercises.
Direct Village participation in emergency management training programs and exercises.
Policy. In preparing and executing the emergency management program, the services, equipment, supplies and facilities of the existing departments and agencies of the Village shall be utilized to the maximum extent practicable; and the heads and personnel of all such departments and agencies shall cooperate and extend such services and facilities as are required of them.
Responsibility. To assure that in an emergency all the facilities of the existing Village government are expanded to the fullest to meet such emergency, department and agency heads assigned to specific responsibilities under the Village emergency operations plan shall fulfill emergency and nonemergency duties as prescribed in such plan.
Any person who shall violate any provision of this chapter or who shall refuse or intentionally fail to comply with the directives of emergency management authorities promulgated under this chapter during a state of emergency or during any training program or exercise shall be subject to a penalty as provided by Chapter 1, Article II, of this Code.
