A. No permit shall be issued until the required permit
fee has been paid. The following permit fees are established pursuant
to and in accordance with the Connecticut Basic Building Code and
the General Statutes.
B. A separate permit shall be obtained for each building,
structure or sign which is to be constructed, enlarged, altered, removed,
relocated or demolished, and a separate permit shall be obtained for
each trade for each building or structure for electrical, elevator,
plumbing and heating, air conditioning and refrigeration and oil burner.
C. The fee for each permit shall be based on the cost
as herein specified, sworn to by the owner or his representative,
or as estimated by the Building Official as provided herein, and shall
be as follows:

D. The owner or his agent or contractor shall submit
with the application for a building permit an estimated cost of the
entire sign, building or structure and site improvements, including
all materials and labor. Cost shall include all work by all crafts
required to complete the sign, building or structure and site improvements
in preparation for a certificate of occupancy. If said estimated cost,
in the opinion of the Building Official, is not a reasonable estimate
of cost, the Building Official shall determine the estimated cost
based on current construction costs for all labor and material, and
the fee for the permit shall be based upon such estimate made by the
Building Official.
E. The Common Council may waive the permit fee for nonprofit
corporations or organizations; provided, however, that such nonprofit
corporations or organizations shall remit to the Building Official
the education fee which said Official is required to assess and remit
to the State Department of Public Safety pursuant to C.G.S. §
29-263, as amended.
F. No permit fee shall be paid by any City agency to
obtain a permit from the Building Official for construction by the
City upon property owned by the City for use by the City.
G. Separate permits shall be required for each building
or structure, whether or not such building or structure is connected
to another building or structure by a tunnel, canopy, walkway or other
connecting structure.
The fire districts are established pursuant
to and in accordance with the Connecticut Basic Building Code as required
by the code and General Statutes.

Fire District No. 1 shall comprise the areas housing highly congested business, commercial, manufacturing and industrial uses or in which such uses are developing. The limits of such areas are described as follows: Beginning at the point of intersection of the Sumner Brook with the railroad and Union Street; thence westerly along Union Street, Pleasant Street and around the western extremities of South Green to Church Street; thence westerly along Church Street to the rear lot lines of properties on the westerly side of Broad Street; thence northerly along the rear lot lines of properties on the westerly side of Broad Street to Washington Street and continuing across Washington Street along the westerly property line of 144 Washington Street to the rear lot line of said 144 Washington Street; thence easterly along the rear lot lines of properties on the northerly side of Washington Street to the point of intersection with the rear lot lines of properties on the westerly side of Main Street; thence northerly along the rear lot lines of properties on the westerly side of Main Street to Spring Street; thence westerly along Spring Street to Rome Avenue; thence northerly along Rome Avenue to Stack Street; thence easterly along Stack Street to North Main Street; thence southerly along North Main Street to the Arrigoni Bridge; thence easterly under the Arrigoni Bridge 650 feet to the railroad track; thence southerly along the railroad track to the point of intersection with Sumner Brook and Union Street, or the point of beginning, with the exception of those parcels as described in §

stores and business and amusement centers, or in which uses are developing.

No building or structure shall be moved in, upon or over any public highway within the City without a written permit first being obtained from the Director of Public Works. A permit fee shall be paid in accordance with the schedule in §
120-3 based upon the cost to move the building or structure over the highway.
All awnings shall be installed, constructed
and maintained in accordance with the provisions of the Connecticut
Basic Building Code. The Department of Public Works shall annually
inspect all awnings to determine whether they conform to the provisions
of the Connecticut Basic Building Code and, in the event they do not
so conform, shall notify the owner or person maintaining the same
and order him to make such changes necessary to conform to the code.
No electric meters or services within or attached
to any building which have been removed or disconnected for any reason
whatsoever shall be reinstalled or reconnected without the approval
of the Building Official. In the event that the electrical system
which the meter or service serves consists of knob or tube, open wiring,
wooden molding or cleat work wiring, the systems, including meter
boards, shall be removed and replaced with materials conforming to
the Connecticut State Building Code.
Wiring to oil burners shall be independent of
other branch circuits. Each burner shall have a thermostatic safety
control and two identified switches controlling the burner, these
switches to be in series of the "hot wire," one located near the burner
and one near the entrance to the room in which the burner is located.
The locations of the safety control and switches shall be subject
to the approval of the Building Official.
All lights on exterior fire escapes shall be
equipped with suitable lock guards.
In public buildings, hotels, dormitories and
elsewhere as may be required for the public safety and welfare, there
shall be placed at each exit or passage to an exit a permanent exit
sign of a type and in a location approved by the Director of Public
Works or Building Official.
