The purpose of this article is to require the clear display of authorized and assigned house or building numbers on every building fronting on any street in the City of Middletown in order to assist the general public and emergency services, public and private, in identifying any property in case of emergency or otherwise.
All dwelling houses, stores or other principal buildings erected or to be erected within the City of Middletown shall display numbers assigned by the Public Works Department and in conformity with the specifications provided for herein.
The owner, occupant or lessee of each and every house, store or other building which now fronts or which may hereafter front upon any public or private street within the City of Middletown shall, at his own expense, within three months after the adoption and publication of this article, cause the authorized and assigned number of such house or building to be permanently and conspicuously placed in accordance with the specifications set forth herein.
House or building numbers shall be:
A. 
In Arabic numerals;
B. 
A minimum height of three inches;
C. 
Mounted in a secure fashion to the front wall or porch of the building or other fixed appurtenance in the front of the building so as to be clearly visible from the street;
D. 
Sufficiently legible as to contrasting background arrangement, spacing and uniformity as to be clearly visible from the street;
E. 
At least 30 inches above ground level and so placed that trees, shrubs and other obstructions do not block the line of sight of the numbers from the street upon which the building fronts.
If said home or building has such a setback location that the provisions cannot be complied with, then the owner, occupant or lessee shall provide a post, rod or other type of fixture of a substantial nature, including a mailbox, with the number affixed thereon and so located on the premises that the number shall be conspicuous and visible from the street upon which the building fronts.
House numbers shall be assigned by the Public Works Department of the City of Middletown. Every owner, occupant or lessee of a building constructed or to be constructed in the City of Middletown shall apply to the Public Works Department for an authorized number in accordance with this article and applicable provisions of related ordinances of the City of Middletown.

The Department of Public Works shall prepare street numbering plans consistent with the street numbering plans already in existence in the City of Middletown. Whenever the Common Council shall adopt any street numbering plan of any City street or portion of a street, and on all streets or portion of streets where street numbering plans have been formally adopted, the Department of Public Works shall cause a notice stating the official number or numbers of each building to be sent to the owner of such building, and the owner shall, within 30 days from the time of such notice, remove any incorrect numbers and affix the proper number or numbers to his building.
A. 
A violation of the provisions of this article shall be subject to a fine not to exceed $50.
B. 
A violation of the provisions of this article shall also be a violation of the Middletown Housing Code, Chapter 178 of the Code of Ordinances, as amended.
