The Sanitary Disposal District shall constitute
that portion of the City lying within the boundaries of the former
first taxing district, together with any other territory contiguous
thereto which has been, or may hereafter be, added in accordance with
the Middletown Charter.
The Director of Public Works shall make all
regulations necessary or appropriate for the orderly collection of
solid waste within the Sanitary Disposal District. Each regulation
shall be in writing and shall become effective upon publication in
a newspaper having a general circulation in Middletown and filing
of a copy with the City/Town Clerk.

Unless otherwise provided by the Common Council,
the rents, fees or charges as may be necessary to effectuate the collection
of garbage and refuse, as proposed by the Sanitation District Commission
of the City of Middletown and the Public Works Commission, are hereby
approved and on file in the Department of Public Works.
