There shall be a Municipal Attorney appointed by the Council. Said appointment shall be by resolution in the manner provided by N.J.S.A. 40A:11-5(1)(a), as amended, and in accordance with N.J.S.A. 40A:9-139. Said appointment shall be for a period of one year or any portion thereof as may be required in the event, for whatever reason, the appointed Attorney does not complete his term of office. During his appointment he shall be duly admitted to the practice of law in the State of New Jersey.
A. 
Powers and duties. The Attorney shall be the legal advisor to the Council, Manager and other municipal departments and agencies except as otherwise may be provided by law and this Charter. He shall:
(1) 
Draft or review to approve as to form and sufficiency all legal documents, contracts, deeds, bonds, ordinances and substantive resolutions made, executed or adopted by or on behalf of the township.
(2) 
Represent the township in all judicial and administrative proceedings in which the township or any of its offices and agencies may be a party or have an interest.
(3) 
Have power to enter into any agreement, compromise or settlement of any litigation in which the township is involved, subject to the approval of Council.
B. 
Succession. All papers, documents, memoranda, reports and other materials relating to the Municipal Attorney, except that which is defined as Attorney's work product, shall be and remain the property of the township. Upon his termination of service with the township, the Attorney shall forthwith surrender to his successor all such property, together with a written consent to substitution of his successor in all legal actions and proceedings then pending to which the township is a party.
A. 
There shall be a Township Engineer who shall be appointed by Council. Said appointment shall be by resolution in the manner provided by N.J.S.A. 40A:11-5(1)(a), as amended, and in accordance with N.J.S.A. 40A:9-140. During such appointment, the Township Engineer shall be a duly licensed professional engineer of the State of New Jersey.

B. 
The Engineer shall:
(1) 
Prepare plans and specifications for public works and improvements undertaken by the township.
(2) 
Supervise the performance of contracts for public works and certify the amounts due and payable thereunder.
(3) 
Provide for traffic engineering needs.
(4) 
Issue certificates as to approval of land subdivisions by the Planning Board or the Council, pursuant to the State Municipal Planning Act (1953) [New Jersey Laws of 1953. Chapter 433, as amended (N.J.S.A. 40:50-1.24)].[1]

(5) 
Maintain maps, charts, engineering data and records as may be required for the proper and efficient technical administration of public works.
(6) 
Forthwith, surrender to his successor all papers, documents, memoranda, reports and other material which shall be and at all times remain the property of the township, and provide written consent to substitution of his successor in engineering matters then pending to which the township is a party.

A. 
There shall be a Parks and Recreation Advisory Committee appointed by the Township Council during the reorganization of the Township Council each year.
B. 
Powers and duties. The Parks and Recreation Advisory Committee shall review all matters concerning or relating to parks and recreation programs and facilities located in the Township of Galloway, including those not owned or leased to the Township but which are owned, leased and/or operated by various volunteer sports and recreational clubs and associations which receive financial support from the Township of Galloway. Such oversight shall include, but is not limited to, the review and evaluation of, and the recommendation of expansion, improvement or inclusion of new and or existing programs and facilities.
C. 
Membership. The advisory committee shall consist of five at-large members.
(1) 
The term for at-large members shall be two years and shall be staggered. Initial appointments shall be made upon adoption of this section.
(2) 
Two appointments shall serve for the remainder of the current year; three appointments shall serve for the remainder of the current year and for the following full year to establish the staggered terms.
(3) 
All interim appointments shall serve for the remainder of the unexpired term.
(4) 
The chairperson shall be appointed by the committee at the first committee meeting of the year and shall be for the term of one year.
D. 
The advisory committee shall meet at least once per month and must establish a meeting schedule to include time and location at the reorganization meeting of the committee.
E. 
Municipal liaison. The advisory committee shall maintain an active liaison with the municipal government through the Township Manager. The Township Manager shall ensure that a staff representative attends all meetings of the Board as a nonvoting member.
F. 
Written report. The chairperson or their designee shall promptly forward a brief summary of each meeting to the Township Manager for review. The advisory committee shall file a written report with the Township Council not less than once per year, on or before December 1 of each year, setting forth the status of all parks and recreation programs and facilities.
The Galloway Township Volunteer Fire Companies are hereby recognized as the Fire Department of the township, which consists of the following companies: Oceanville Volunteer Fire Company No. 1, Germania Volunteer Fire Company No. 2, Pomona Volunteer Fire Company No. 3, Bayview Volunteer Fire Company No. 4 and South Egg Harbor Volunteer Fire Company No. 5.

The Galloway Township Volunteer Ambulance Squad, Eastern Division, and the Galloway Township Volunteer Ambulance Squad, Western Division, are hereby recognized as the first aid squads of the township.

There shall be an Environmental Commission for the protection, development or use of the natural resources located within the territorial limits of the township, and such Commission shall have those powers, membership and duties pursuant to N.J.S.A. 40:56A-1 et seq.

A. 
Establishment. There is hereby established within the Township of Galloway an economic development committee known as the "Galloway Township Economic Development Committee (EDC)" to promote the advantages of Galloway Township as referenced in § 5-33G, Duties and responsibilities, listed below.
B. 
Membership.
(1) 
There shall be 21 members on the Galloway Township Economic Development Committee. Said members shall be appointed by the Township Council, shall be chosen with a view to their qualifications and fitness for service, shall have had experience in industry and commerce and shall be conversant with the economic needs and facilities of Galloway Township.
(2) 
The following individuals must always be members of said Economic Development Committee:
(a) 
Three Council members as selected by Council.
(b) 
One Township staff member appointed by the Township Manager.
(c) 
Seventeen members to be chosen from the residents at large of the Township of Galloway, any person who operates a business in Galloway Township or any professional educator or practitioner currently residing or working in Galloway Township and who possesses superior expertise in economic development, all of said persons to be appointed by the Municipal Council.
C. 
Terms.
(1) 
The term of each non-Council member shall be for three years effective January 1 of the year of appointment and ending on December 31 at the end of the term.
(2) 
There shall be no limitations on the number of years which any non-Council member can serve on or be appointed to the Economic Development Committee.
(3) 
Those who are members of the Municipal Council shall serve for one-year periods beginning January 1 and ending on December 31 at the end of one year.
(4) 
The Township Manager shall appoint a staff representative for a one-year term on January 1 of each year.
(5) 
All interim appointments shall be for the balance of the originally appointed term.
(6) 
With the exception of the Township Manager appointment, Council may, with cause, remove or ask for the resignation of any member.
D. 
Officers. The Committee shall appoint a Chairperson, a Vice Chairman, a Secretary and also a Treasurer, if needed. The Committee shall elect all Committee officers for one-year periods, and in no event shall a Council member be elected as Chairperson of the Committee.
E. 
Compensation. The members and officers of the Committee shall serve without compensation, but each shall receive reimbursement, with prior authorization by the Township Manager, for actual disbursements for expenses incurred in the performance of his or her duties.
F. 
Director of Economic Development. There shall be a Director of Economic Development whom the Township Manager shall appoint and who shall be responsible for administering and implementing a program to promote and seek to attract environmentally sound industrial and commercial development in cooperation with the Economic Development Committee. He or she shall perform the duties set forth in Ordinance No. 899 of 1988, amending Ordinance No. 599 of 1979, which establishes job titles and descriptions for officials and employees of the Township, including acting as a liaison between the Economic Development Committee and the Planning Board when the Director of Economic Development is appointed as a Class II member of the Planning Board by the Township Council.
G. 
Duties and responsibilities. The Economic Development Committee shall:
(1) 
Actively promote and continuously seek to attract environmentally and socially responsible commercial and industrial development in the Township.
(2) 
Work to create, maintain and implement a business climate that fosters a strong economic community by developing a strategic plan, consistent with the Township Master Plan, which will result in sustainable business growth and more local jobs and provide new municipal tax revenue sources with minimal impact on municipal services.
(3) 
Define sustainable and adaptable pockets, or nodes, of community commercial services in strategic locations that are designed to meet the consumer needs of the local residents and attract nonlocal residents.
(4) 
Advocate for new and improved modes of transportation to reduce vehicle trips and work to advance plans for a more efficient transportation infrastructure as it impacts potential economic growth issues and consumer convenience.
(5) 
Consult and communicate with the Township administration, Township Council, Planning Board and other municipal agencies concerning land use issues and ordinances and resolutions that may have an impact upon development in the Township as it affects economic growth issues and consumer convenience.
(6) 
Conceive, design, produce and distribute marketing, advertising and public/Township collateral materials and initiate integrated marketing/PR campaigns promoting the economic and business location advantages, land development opportunities and property leasing availability within the Township.
(7) 
Identify and classify, by utilizing an updated inventory list, map or visual imagery, all improved and unimproved commercial and industrial lands, showing their corresponding permitted uses within the Township and, as a method of determining their current and potential tax status and as a way of gauging their utility, the adaptability and potential advantages for development, redevelopment, rehabilitation or re-purposing.
(8) 
Recommend the best practice methods and means for the purpose of streamlining and expediting the overall process, timeliness and fee structure required by the Township needed to develop or act upon land use entitlements and related Township construction reviews, permits and licenses.
(9) 
Create an informational guide to aid with business location/relocation services. The guide will include information for any applicable Township and/or non-Township governmental agency, department or commission that may potentially have jurisdictional or commercial development oversight or require land use review and permission. It should also include referral information for all applicable nongovernmental businesses and business groups, including chambers of commerce and business associations that provide assistance to a business.
(10) 
Assist Township administration and the Township Council in the research and preparation of applications for grants or funding which fosters economic growth.
(11) 
Encourage partnerships and coordinate efforts, where appropriate, with the Small Business Administration and any other federal, state or local governmental agency which assists or promotes economic development/growth, business development and commerce.
(12) 
Proactively advocate for and assist development projects which will economically benefit the Township through whatever means the Committee determines practical, including but not limited to any and all internal and external communications.
H. 
Powers. In furtherance of its goals and objectives as set forth above, the Economic Development Committee shall have the following powers:
(1) 
To recommend to the Township Council the hiring of any consultants necessary, in the opinion of the Committee, to further the goals and objectives of said Committee.
(2) 
With prior approval from the Township Council, to apply for any and all municipal, county, state or federal grants or other aid which can be used in the furtherance of the goals and objectives of the Committee.
(3) 
To adopt suitable bylaws, with the approval of Township Council, for the management of the meetings and affairs of the Committee.
(4) 
To send and receive any correspondence or other communications in furtherance of the goals and objectives of the Committee.
(5) 
To conduct surveys or otherwise inquire into the advantages or disadvantages of taking any action to promote the goals and objectives of the Committee.
(6) 
To promote and advertise the economic advantages and opportunities of Galloway Township in conformity with the goals and objectives of the Committee.
I. 
Limitations.
(1) 
The Committee shall not have any powers other than those set forth and specifically shall have no power to pledge the credit of the municipality or to enter into contracts or to otherwise create debts except as herein authorized and shall operate within the appropriation made by the Township Council in its annual budget.
(2) 
The Committee shall specifically not have the power to take any property by condemnation or eminent domain.
(3) 
No member of the Committee shall be interested, directly or indirectly, in any contracts for work or materials used by the Committee or in any fees or compensation of any kind paid to any broker, architect, engineer, merchant or other person doing business with the Committee or in any other transaction of or with the Committee, or the benefits or profits thereof.
(4) 
Each member and officer of the Committee shall, before assuming office, take and subscribe an oath that he/she will faithfully and impartially discharge the duties of his/her office.
J. 
Reports. The Economic Development Committee shall submit an annual report to the Township Council in December each year setting forth in detail its operations and recommendations for the preceding 12 months and provide a plan for the upcoming year.
K. 
Professionals. The Economic Development Committee, with prior approval of the Township Manager, may use the services of the Township Engineer, Township Planner and Township Solicitor on an as-needed basis to aid and assist it in any effort to further the goals and objectives of the Economic Development Committee.
L. 
Adoption of bylaws. To effectuate its purposes, the Committee shall have the power to adopt suitable bylaws for the management of its affairs and to determine the qualifications and duties of its members.
M. 
Quorum. A majority of the members (11 of 21) shall constitute a quorum of the Committee.
N. 
Cooperation of other municipal agencies. The Committee shall receive from all officials and all authorized boards, departments and offices of Galloway Township such assistance as may be required by the Committee in the performance of the duties of the Committee.
O. 
Annual budget. There shall be appropriated in each annual budget of the Township such sum as may be determined by the Township Council to be necessary for the purpose of advertising the advantages of this municipality, and the Committee herein established is authorized to use and expend said funds for such purposes upon the adoption of the annual budget. The Committee shall submit a request for funding through the Economic Development Director no later than October 1 of each year or earlier if requested by the Township Manager.
There shall be a Tri-Communications Committee comprised of representatives duly appointed by the governing bodies of Galloway Township, Egg Harbor City and Mullica Township, which Committee shall maintain a system of emergency communications and which also permits individual burglar alarm systems to be installed and monitored by Committee personnel. The representative from Galloway Township to the Tri-Communications Committee shall be a member of the Council and appointed by the Council. The staff personnel representatives from Galloway Township shall be appointed by the Manager.

A. 
Municipal Disaster Control Director. Pursuant to N.J.S.A. App. A:9-40.1, there shall be a Municipal Disaster Control Director who shall be appointed by the Mayor and who shall serve at the pleasure of the Mayor, except as may otherwise be provided by law.
B. 
Deputy Municipal Disaster Control Director. The Municipal Disaster Control Director shall appoint a Deputy Municipal Disaster Control Director with the approval of the Mayor, and wherever possible the Deputy shall be appointed from among the salaried officers or employees of the municipality.
C. 
Local Defense Council. There may be a Local Defense Council composed of not more than 15 members who shall be appointed by the Mayor and who shall hold office at the will and pleasure of the Mayor. The Municipal Disaster Control Director shall be a member of the Local Defense Council and shall serve as Chairman.
D. 
Duties of the Municipal Disaster Control Director and Local Defense Council. The duties of the Municipal Disaster Control Director and the Local Defense Council shall be as provided by law (N.J.S.A. App. A:9-40.4 to and including 9-41 et seq., as amended).

A. 
The Galloway Township Historical Society is hereby recognized as the official agency of the township for all matters relating to the history of Galloway Township. Said Historical Society shall have the responsibility for researching, preserving and maintaining information and memorabilia relating to the establishment, growth and development of the Township of Galloway.
B. 
The Society shall adopt its own bylaws, including the designation and election of its own officers; provided, however, that one of the officers shall be a member of the Township Council and one of the officers shall be the official Historian of Galloway Township, who shall act as a clearing house and custodian of historical records of the township to the extent not conflicting with the statutory duties of the Municipal Clerk.
C. 
In the preparation of the annual municipal budget, consideration shall be given to the provision of an annual budget appropriation to support the work of the Historical Society.
The Council may appoint such other agencies, boards and committees as it may deem necessary. The foregoing boards and committees and any that may be duly created shall serve without compensation, except as may be provided by general law or ordinance. Members, however, may be compensated for expenses incurred in the performance of their official duties, with the approval of Council.
