The City Manager shall be appointed by the City Council for an indefinite term pursuant to the provisions of the Illinois Compiled Statutes. The Manager shall be appointed without regard to his/her political beliefs, and need not be a resident of the City of Crystal Lake when appointed. In the case of the absence or disability of the Manager, the City Council may designate a qualified administrative officer of the City to perform the duties of the Manager during his/her absence or disability.
The City Manager shall be the administrative head of the City, and shall exercise all powers and duties authorized under the Illinois Compiled Statutes, as well as any others delegated by the City Council, including, but not limited to the following:
A. 
To enforce laws and ordinances within the City;
B. 
To exercise control over all departmental employees and such departments as may be created by the City Council. This includes the testing and hiring of all employees, with the exception of sworn firefighters. The promotion and discipline of sworn police officers, the hiring and promotion of sworn firefighters, and the promotion of sworn firefighter paramedics shall be governed by § 11-1.

C. 
To appoint and remove all officers who are not required to be elected under the provisions of 65 ILCS 5/3.1-5-5 through 5/3.1-55-25.
D. 
To attend all meetings of the City Council with the right to participate, but with no right to vote;
E. 
To recommend to the City Council for adoption such measures as he/she may deem necessary or expedient.
F. 
To notify the Mayor and City Council by the first week of February of each year of the Council's annual performance review requirement set forth in § 115-1 of the Code.

A. 
The Manager shall examine all proposed contracts to which the City may be a party, and may sign contracts on behalf of the City except for those contracts required by law to be signed by the Mayor or specifically authorized by the City Council to be signed by the Mayor and attested by the City Clerk.
B. 
It shall be the duty of the Manager to see to it that all terms of any contract to which the City is a party are fully performed by all parties thereto.

The Manager shall be purchasing agent of the City and except where specific provision to the contrary is made by law or the City Council, he/she shall make all purchases of supplies, materials and equipment as authorized by the City Council in the annual Appropriation Ordinance and City budget in the manner prescribed by and subject to the limitations imposed by law.
The City Manager shall have all the powers and exercise all the duties granted under the Illinois Compiled Statutes to municipal clerks and comptrollers with respect to the preparation of a report of estimated funds necessary to defray the expenses of the City, for the consideration of the City Council prior to the preparation of the annual Appropriation and Budget Ordinance of the City.
It shall be the duty of the City Manager to supervise the publication by the City Clerk of all notices, ordinances or other documents required to be published under the Illinois Compiled Statutes.
The City Manager shall prepare for the City Clerk all notices, ballots, and election supplies necessary in connection with municipal elections.[1]

A. 
The City Manager shall prepare and have custody of all municipal records which the ordinances of the City or the Illinois Compiled Statutes require to be kept by the City and not by a specific officer. Where the law makes it the duty of a specific officer to keep or maintain records, the City Manager shall make available to such officer all necessary clerical assistants for the preparation of such records and shall make available a place for the custody of such records. And in compliance herewith the City Manager may make available to the Clerk, stenographic or clerical assistants necessary for the preparation of the Journal of City Council Proceedings, and the records or ordinances and all other documents which by law the City Clerk is required to keep; and he/she may perform similar service for the Treasurer in the maintenance of the bond register, and all other records of documents which by law the Treasurer is required to keep or prepare.
B. 
Where the law requires or provides for certification of any records or documents by any officer of the City, the City Manager shall have authority to compel such officer to sign.
The City Manager shall cause to be kept a complete set of maps and plats showing the location of all City utilities, and all other municipal property, all streets and other public places, and all lots or subdivided parcels of land.
Other duties of the City Manager shall include the following:
A. 
To perform such duties in connection with the administration of the licensing and control of the sale of alcoholic liquors within the City as may be delegated to him/her under the provision of Chapter 329, Liquor Licenses, of this Code.
B. 
To issue all licenses and permits not otherwise provided for by the Illinois Compiled Statutes.
C. 
To appoint such administrative assistants as may be necessary for the orderly operation of the City, as such positions may be created in the annual Budget and Appropriation Ordinance of the City.
D. 
To serve as ex officio director of any vacant department under his/her supervision until such time as that position is filled by a separate appointment.
E. 
To perform such other duties as may be authorized by ordinances of the City or the Illinois Compiled Statutes.
The City Manager shall maintain an office in the City Hall.
