The Fire Department shall consist of not more
than 50 members, unless the Council shall by resolution provide otherwise.
The members of the Fire Department, whenever any vacancy or vacancies
shall exist in its ranks, shall nominate for the consideration of
the Board of Officers such qualified persons as apply for membership
in the Fire Department, based on the date of application, and the
Board of Officers shall examine the qualifications of the person so
nominated. If it approves the nomination, the Board shall recommend
such nominee to the Borough Council for appointment. The nominee shall
also have completed an application for membership and passed a physical
examination by a qualified physician meeting the requirements of OSHA
1910:136 Respiratory Medical Exam. No appointed member shall be less
than 18 years of age. The nominee, if between the ages of 18 and 45
years, shall be offered an application to the New Jersey State Firemen's
Association.
Each member of the Fire Department shall receive
a certificate of membership duly executed and signed by the Chief
based on the date of appointment by the Council. He shall also receive
a badge, which shall be and remain the property of the Borough. The
term of service of each member shall begin as of the date upon which
the membership certificate is issued.
The Fire Department shall hold its annual meeting
on the second Tuesday of December of each year and shall, at such
meeting, elect a President, Vice President, Secretary and Treasurer
to serve for the ensuing year. The Fire Department shall also nominate,
for presentation to the Council, a Chief, Deputy Chief, Assistant
Chief and an Administrative Officer.
A. The President of the Fire Department shall preside
at all meetings of the members of the Fire Department and shall perform
such other duties which may be prescribed by the bylaws of the Department.
The Vice President shall act for the President in the event that the
President is absent.
B. The Secretary of the Fire Department shall:
(1) Keep a record of the meetings of the members of the
Department for the transaction of business.
(2) Keep a record of all appointments, transfers, resignations
or removal of members and of the rules and regulations of the Department.
(3) From time to time, and at least once each month, make and deliver to the Chief such reports of the activities in Subsection
B(1) and
(2) as may be required.
(4) Keep the roll of the Department in a legible and proper
manner in a roll book to be provided for that purpose by the Borough
Council.
C. The Treasurer of the Fire Department shall have custody
of all funds of the Department and shall perform such other duties
as may be prescribed by the bylaws of the Department.
D. The members of the Fire Department may adopt such
bylaws and regulations for their government, subordinate to the ordinances
of the Borough and not inconsistent with the rules and regulations
of the Board of Officers, as they may deem useful and proper in the
discharge of their duties.
Any member of the Board of Officers is hereby
empowered to use the means of the Fire Department to extend aid to
other communities if necessary.
A Junior Fire Department may be established
in conjunction with the Fire Department. This Junior Fire Department
shall be established as a distinct entity from the Fire Department.
It shall be controlled by the Fire Department and shall consist of
Borough residents or Boonton Township residents attending Mountain
Lakes High School at least 16 years of age. Applicants for the Junior
Fire Department shall be screened by the Fire Department Board of
Officers.
