No person shall obstruct the free and lawful passage of pedestrians and vehicles on the streets and sidewalks of the Borough by placing thereon any goods, wares or merchandise or other articles of trade or sale, or in any other manner whatsoever.
This article shall not apply:
A. 
Where the obstruction is caused by the loading or unloading of goods, wares or merchandise to and from vehicles in such a manner as to cause a minimum of obstruction which is necessary and unavoidable.
B. 
To receptacles for garbage, ashes or refuse lawfully placed on or in sidewalk areas for collection.
C. 
To space within three feet of the front lot line of any dwelling, house, shop or other building, if such space is appropriated and used by the occupant or owner thereof.

A. 
No person shall park or leave unattended any waste, refuse or construction debris container, commonly known as a "roll-off dumpster" or "roll-off container," on or in or along any Borough roadway or right-of-way or public place without a written permit being issued by the Police Department. Such permit shall be issued only in circumstances where there is no practical alternative location, either on the private lot being served or by arrangement with adjacent property owners. Said permit shall be valid and remain in effect for a period of not more than 30 days but may be renewed by the Police Department upon application therefor.
B. 
To warn the operators of vehicles of the presence of a traffic hazard requiring the exercise of unusual care, any roll-off dumpster or roll-off container parked on or in or along any Borough roadway or right-of-way shall be equipped with and display markers consisting of all-yellow reflective diamond-shaped panels having a minimum size of 18 by 18 inches. These panels shall be mounted at the edge of the dumpster or container at both ends nearest the path of passing vehicles and facing the direction of oncoming traffic. These markers shall have a minimum mounting height of three feet from the bottom of the panels to the roadway or right-of-way surface.

Any person, firm or corporation violating any of the provisions of this article shall be subject to such penalties as are provided for in Article III of Chapter 1 of the Revised General Ordinances of the Borough of Mountain Lakes.
