Whenever the proceedings of any public meeting of the Borough Council, Planning Board, Board of Adjustment or other municipal body have been recorded either stenographically by an official court report or by sound-recording equipment approved by the administrative office of the courts, any person may obtain a transcript of such proceedings upon the payment to the Clerk of such body at the rate of $1.50 for each page of the original and $0.50 for each of the copies. For the purpose hereof, a page shall consist of 25 lines.

Unless the person ordering the transcript is a state or county government agency, the preparer of the transcripts may require such person requesting the transcript to prepay the estimated fee therefor in advance of the delivery of the transcript.
