The owners of private roadways proposed to be dedicated to the Borough as public highways shall present a map to the Council and the Planning Board showing the following:
A. 
A layout of all streets with grades noted, the location of concrete monuments as required by the Engineer, catch basins and drainage provisions, and a profile showing the contour of the land and proposed final grades of the corner radii and names of the roadways.
B. 
Width of roadways and location of utilities.
All streets shall be graded, drained and paved in accordance with the New Jersey State Highway Department Standard Specifications for Road and Bridge Construction, 1961.
A. 
There shall be installed on every street a three-course pavement composed of a four-inch dry-bound macadam base course, a two-inch-thick bituminous concrete binder course and a one-and-one-half-inch bituminous concrete wearing surface (FABC-1). This pavement shall be 30 feet wide and have a crown of five inches. All the above thicknesses are after compaction.
B. 
There shall be installed a concrete curb six inches wide by 24 inches high, of a section approved by the Engineer, throughout both sides of every street. The curbs shall be spaced 30 feet face to face.
C. 
The surface left between the back of the curb and the property line of the street shall be graded from the top of the curb upward to the property line at the rate of 1/2 inch per foot. This area shall consist of six inches of topsoil seeded with rye grass seed.
D. 
A subsurface drain with a porous wall pipe of a size approved by the Engineer, in a trench filled with pea gravel, shall be installed on each side of the roadway 13 feet from the center line of the street and parallel to the edge of the pavement. The subsurface drains shall empty into surface drainage structures.
E. 
A surface drainage system shall be installed, composed of suitable pipe and drainage structures. Generally, drop inlets shall be constructed at all street intersections and at intervals of not over 700 feet. Before any system of drainage is approved, a drainage study by a licensed professional engineer shall be submitted setting forth all the information required to properly establish sizes of pipe and structures.
F. 
All trees more than three inches in diameter shall be removed or permitted to remain in the area between the curb and property line, subject to approval of the Engineer.
The owners of private highways shall be required to submit a deed of dedication in a form approved by the Borough Attorney and the Engineer. On receipt of the approvals, the Council may accept the deed of dedication, provided that it conforms to all specifications and requirements.
