The provisions of this chapter imposing a time limit on parking shall not relieve any person of the duty to observe other more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles as set forth in N.J.S.A. 39:4-138, any other New Jersey statute or as hereinafter provided.
A. 
Upon the declaration of an emergency, there shall be no parking upon streets or sections of streets where temporary emergency no-parking signs are displayed. The Chief of Police or, in his absence, the ranking police officer is authorized to declare an emergency and to direct the posting of emergency no-parking signs when weather conditions, accidents, fires, public celebrations, etc., dictate or require the avoidance of hazards or other conditions which interfere with the free flow of traffic. Notification that emergency no-parking signs are being or will be posted shall be given to the operator or owner of any vehicle which has been parked prior to the posting of the signs.
B. 
Any unoccupied vehicle parked or standing in violation of this section shall be deemed a nuisance and a menace to the safe and proper regulation of traffic, and any police officer may provide for the removal of such vehicle. The owner shall pay the reasonable costs of removal and storage which may result from such removal before regaining possession of the vehicle.
C. 
The effectiveness of this subsection is contingent upon signs being erected as required by law.
No person shall park a vehicle at any time upon any of the streets or parts of streets described in Schedule I (§ 145-15), attached to and made a part of this chapter.

A. 
Parking on municipal property shall be regulated as follows:
(1) 
Upper Saddle River Fire Department. Parking on the Fire Department property shall be restricted to the vehicles operated by the members of the Upper Saddle River Fire Department and Upper Saddle River emergency vehicles or those having business with the Fire Department.
(2) 
Saddle River Valley Rescue Squad. Parking in front of the rescue squad building, as marked and posted with appropriate signs, shall be restricted to the vehicles operated by the members of the Saddle River Valley Rescue Squad and Upper Saddle River emergency vehicles or those having business with the rescue squad.
(3) 
Upper Saddle River Ambulance Corps Parking in front of the Upper Saddle River Ambulance Corps. building, as marked and posted with appropriate signs, shall be restricted to the Upper Saddle Ambulance Corps and Upper Saddle River emergency vehicles or those having business with the ambulance corps.
(4) 
Upper Saddle River Police Department.
(a) 
There shall be no public parking in the Police Department parking lot except for doing business within the Police Department.
(b) 
Parking to the rear (lower lot) of the Police Department shall be restricted to Upper Saddle River police vehicles or any vehicles designated by the officer in charge of the police station at the time.
B. 
At no time shall any of the regulations or ordinances listed in the aforementioned sections preclude an Upper Saddle River Borough-owned vehicle from parking as necessary or required to conduct Borough business.
C. 
Violations of this section. For violations of any provision of this section, the maximum penalty shall be in accordance with § 1-15 of this Code.

No person shall stop or stand a vehicle upon any of the streets or parts of streets described in Schedule XII (§ 145-23.3) attached to and made a part of this chapter.

No person shall park a vehicle between 2:00 a.m. and 6:00 a.m. of any day on any of the streets in the Borough. The prohibition set forth in this section shall not be applicable to any law enforcement officer, authorized emergency vehicle, or vehicle registered and utilized for an emergency or law enforcement function.

No person shall park a vehicle between the hours on the days specified in Schedule II (§ 145-16), attached to and made a part of this chapter.

It shall be unlawful for any person to park a vehicle of any kind in a parking space duly designated by the governing body of the Borough of Upper Saddle River and visibly marked as reserved for use by handicapped persons unless such vehicle bears a lawfully issued permit to park in parking spaces reserved for handicapped persons.

A. 
Parking prohibited unless library patron.
(1) 
No person shall park a vehicle within the parking areas of the Upper Saddle River Public Library, being known and designated as Block 811, Lot 1, as depicted on the Tax Assessment Map, being more commonly known as 245 Lake Street, unless the occupant or occupants of such vehicle are visiting or using library facilities.
(2) 
No person shall park a vehicle within the parking areas of the Upper Saddle River Public Library during such hours when the library is closed.
(3) 
The provisions of Subsection A(1) and (2) above shall not apply to special events, activities or functions conducted or sanctioned by the Borough or the Library Board of Trustees.
B. 
Violations and penalties. Any person violating the provisions of Subsection A of this section shall be subject to such fines and penalties as set forth in § 1-15 of the Borough Code.
