For the purposes of this chapter, the Borough is divided into the following districts:

The boundaries of the districts are as follows:
A. 
R-1 District: all Borough area except as specified below.
B. 
R-2 District.
(1) 
East side of East Crescent Avenue, west of State Highway Route 17, to a depth of 200 feet from the center line of the street.
(2) 
Both sides of Parker Place to a depth of 125 feet from the center line of the street, extending 1,550 feet westerly from the center line of West Saddle River Road.
(3) 
North side of Lake Road to a depth of 125 feet and south side to a depth of 225 feet, both from the center line of the street, for the full distance from Sherwood Road westerly to the center line of Matacanack Brook.
(4) 
Both sides of Cottage Lane to a depth of 125 feet from the center line of the street, extending 1,965 feet northerly from the center line of Weiss Road.
C. 
H-1 Districts.

(1) 
H-1R District: easterly side of State Highway Route 17 to a depth of 460 feet from the center line of State Highway Route 17, except as otherwise specified in the IP District boundaries; all Borough area west of State Highway Route 17 designated as H-1R on the map annexed hereto as Exhibit A.[1]

All that tract or parcel of land designated as Lot 1 in Block 1002 of the Assessment Map of the Borough of Upper Saddle River, Bergen County, New Jersey, dated December 12, 1973, revised to October 1, 1982, except that portion lying between the east line of Route 17 and a line parallel to the east line of Route 17 and 250 feet therefrom.
(2) 
All those tracts or parcels of land designated as Lots 2 and 3 in Block 1002 and that portion of Lot 4 in Block 1002 lying westerly of the southerly prolongation of the easterly line of Block 1002, Lot 1, on the Tax Map of the Borough of Upper Saddle River, Bergen County, New Jersey, dated December 12, 1973, revised to October 1, 1982.
(3) 
All those tracts or parcels of land designated as Lots 1, 2, 3, 4, 5, 6, 7, 8, 11 in Block 601 and that portion of Lot 9 in Block 601 lying westerly of the northerly prolongation of the easterly boundary of Block 601, Lot 11, on the Tax Map of the Borough of Upper Saddle River, Bergen County, New Jersey, dated December 12, 1973, revised to October 1, 1982.
E. 
AH-2A District. All those tracts or parcels of land designated as Lots 1 and 2 in Block 1017 and Lot 1 in Block 1002 shall retain the AH-2 Affordable Housing 2 District designation and, in addition as an overlay district, shall be designated AH-2A Affordable Housing 2A Overlay District.

A. 
No land or building shall be used, occupied, erected, moved or altered unless in conformity with the regulations specified for the district in which it is located.
B. 
No part of a yard or other open space required about any building for the purpose of complying with the provisions of this chapter shall be included as part of a yard or other open space similarly required for another building.
C. 
No lot shall be so reduced in area that it does not meet the area requirements or that any required open space will be smaller than as prescribed in the area and bulk schedule for the district in which the lot is located.
D. 
No off-street parking or loading space required for one building or use shall be included as meeting, in whole or in part, the off-street parking or loading space required for another building or use.
Any lot, as defined herein, existing on March 13, 1969, that fails to comply with the minimum requirements of this chapter may be used for any use not otherwise prohibited in the district in which it lies, provided that the lot is not contiguous to and in common ownership with one or more other lots in single ownership, as defined in this chapter, and provided further that side and rear setbacks are held to the same percentages as required in the respective district. The use of more than one lot in common ownership where the same do not comply with the minimum requirements of this chapter may be permitted by the Board of Adjustment on the basis of neighborhood character.
