This article shall be cited and may be referred to hereinafter as the "Parking-by-Permit-Only Law."

A.
The Town of Southampton owns within its boundaries certain limited recreational areas, access roads and parking facilities which were established for the use of the residents of the township, including but not limited to access to the Ocean Beach Area and Bay Beach Area. Usage of these lands and facilities by persons other than residents has increased to the point that residents can no longer conveniently gain access to said lands and facilities. Therefore, the Town Board finds it necessary to regulate parking on certain recreational areas, access roads and parking facilities by designating parking-by-permit-only areas.
B.
In accordance with this policy, the Town Board declares that parking on certain designated areas described in this article be restricted to vehicles displaying a permit in accordance with the provisions of Chapter 111, Beaches, Parks and Waterways, for the use of residents and nonresidents of the Town of Southampton. Access Roads (both Town and Trustee) regulated as parking-by-permit-only areas are specified in § 312-54 below.
C. ACCESS ROAD, TOWN ACCESS ROAD, TRUSTEE BAY BEACH AREA BEACH RECREATION FACILITY PARKING-BY-PERMIT-ONLY AREA OCEAN BEACH AREA PARK RECREATION FACILITY
Definitions. As used in this chapter, the following terms shall have the meanings indicated:
A Town-owned public right-of-way that is open for passage of vehicles, people and animals to a beach, park or recreational area.
A Town-Trustee-owned open right-of-way for passage of vehicles, people and animals to a beach, park or recreational area.
As defined in § 111-31.

Parking areas of a beach recreation facility, or park recreation facility designated pursuant to § 111-2 and posted pursuant to § 111-4A or an access road (both Town and Trustee) regulated pursuant to Chapter 312, Vehicles and Traffic, that is restricted to vehicles displaying a resident or nonresident parking permit.

A.
No person shall park a vehicle in any parking area, road, road shoulder or Town right-of-way designed as a parking-by-permit-only area unless said vehicle displays a valid permit duly issued by the Town of Southampton Department of Parks and Recreation. The following Town access road areas and Town-owned properties shall be designated as parking-by-permit-only areas from May 15 through September 15 between the hours of 9:00 a.m. and 6:00 p.m., except where otherwise indicated:
(1)
Water Mill.
(a)
On the east side of Flying Point Road from the Channel Pond Bridge to a point approximately 1,900 feet in a northerly direction along the east side of Flying Point Road, in proximity to the Ocean Beach Area and recreational area which is commonly referred to as “the bulkhead by the bay,” parking permits will be required at all times (24 hours a day).
(b)
From a point 50 feet north of the southernmost terminus of Flying Point Road, on both the east and west sides, north for a distance of 400 feet adjacent to Flying Point Beach Recreational Facility.
(c)
From a point 75 feet west of the easternmost terminus of Flying Point Road on the north side for a distance of 425 feet to Burnett Cove Private Road, and on the south side for a distance of 625 feet in proximity to the Ocean Beach Area and a recreational area, which is commonly referred to as "The Cut."
(2)
Bridgehampton, Sagaponack.
(a)
On both the east and west sides of Ocean Road (Atlantic Avenue) from a point 50 feet north of its southernmost terminus in a northerly direction for a distance of 450 feet on the west side and 325 feet on the east side, inclusive of the recreational area designated as "Ocean Road Beach Access Parking-by-Permit-Only Area" and subject to the provisions of Chapter 111, Beaches, Parks and Waterways.
(3)
Tuckahoe.
(a)
From a point 50 feet south of the northern extremity of Cold Spring Road on the east side for a distance of 1,000 feet, and from a point 700 feet south of the northern extremity of Cold Spring Road on the west side for a distance of 300 feet.
(b)
On the east side of Sebonac Inlet Road, beginning at a point 50 feet south of the northerly road end, in a southerly direction for a distance of 165 feet; on the west side, beginning 50 feet from the northerly road end for a distance of 300 feet in a southerly direction.
(4)
Hampton Bays.
(a)
On the east side of Sunset Avenue southerly from the northernmost terminus for a distance of 750 feet.
(b)
On both the east and west sides of Beachdale Road, from its intersection with Oakhurst Road north to the Peconic Bay.
(c)
The Town-owned property known as the Sand Bar Beach, located at 32 Dune Road and identified as S.C.T.M. #900-386-2-12.
(d)
On the east side of West Landing Road from a point 50 feet south of the road end to its intersection with Petrel Road; on the west side of West Landing, from a point 50 feet south of the road end, in a southerly direction for a distance of 200 feet.
(e)
On the north side of Petrel Lane, beginning at a point 25 feet from its intersection with West Landing, in an easterly direction for a distance of 275 feet.
(f)
On the west side of East Landing Road from a point 50 feet south of the road end, in a southerly direction for a distance of 550 feet.
(5)
Shinncock Hills.
(a)
In the parking area adjacent to the bulkhead on the north side of Inlet Road West, beginning at a point 1/10 mile west of its intersection with Boathouse Road, extending for a distance of 100 feet in a westerly direction.
(6)
East Quogue.
(a)
The Town-owned property located on Dune Road and identified as S.C.T.M. #900-385-2-76.1.
(7)
Flanders.
(a)
On either side of Long Neck Boulevard for a distance of 475 feet in a southerly direction from the road end.
(8)
North Sea.
(a)
On the west side of North Sea Road, beginning at a point 50 feet south of the northerly road end, in a southerly direction for 500 feet.
(b)
On the east side of Towd Point Road, from a point 50 feet south of the northerly road end, for a distance of 475 feet in a southerly direction; on the west side of Towd Point Road, from a point 460 feet south of the northerly road end, for a distance of 260 feet.
B.
No person shall park a vehicle in any parking area, road, road shoulder or Town Trustee right-of-way designed as a parking-by-permit-only area unless said vehicle displays a valid permit duly issued by the Town of Southampton Department of Parks and Recreation or the Town Trustees. The following Town Trustee access road areas shall be designated as parking-by-permit-only areas from May 15 through September 15 between the hours of 9:00 a.m. and 6:00 p.m. except where otherwise indicated. However, such regulations are subject to and may be superseded by any implemented management agreement between the Southampton Town Trustees and the Town of Southampton Department of Parks and Recreation:
(1)
East Quogue:
(a)
On both the east and west sides of Dolphin Lane from the southerly side of Dune Road (Oceanside) to a point 50 feet north of its extremity.
(b)
On both the east and west sides of Dolphin Lane from the northerly side of Dune Road (Bayside), subject to field conditions.
(c)
On both the east and west sides of Triton Lane from the southerly side of Dune Road (Oceanside) to a point 50 feet north of its extremity.
(d)
On the east side of Triton Lane from the northerly side of Dune Road (Bayside) to a point 50 feet south of its extremity.
(2)
Hampton Bays.
(a)
On both the east and west sides of Mermaid Lane from the southerly side of Dune Road (Oceanside) north to its extremity.
(b)
On both the east and west sides of Road L from the southerly side of Dune Road (Oceanside) to a point 50 feet north of its extremity.
(c)
On both the east and west sides of Road L from the northerly side of Dune Road (Bayside) to a point 50 feet south of its extremity, subject to field conditions.
(d)
On both the east and west sides of Road K from the southerly side of Dune Road (Oceanside) to a point 50 feet north of its extremity.
(e)
On both the east and west sides of Road K from the northerly side of Dune Road (Bayside) to a point 50 feet south of its extremity.
(f)
On the east side of Road I from the northerly side of Dune Road (Bayside) to a point 50 feet south of its extremity.
(g)
On both the east and west sides of Road H from the southerly side of Dune Road (Oceanside) for a distance of 150 feet.
(h)
On both the east and west sides of Road H from the northerly side of Dune Road (bayside) to a point 300 feet south of its extremity.
(4)
Noyac.
(a)
On the cul-de-sac at Pine Neck Avenue referred to as “Circle Beach” beginning at a point from its intersection with Hampton Road, in a northerly direction for a distance of 155 feet, in a westerly direction of 175 feet, in a southerly direction of 95 feet, and in an easterly direction of 145 feet.
C.
No vehicle with a boat trailer or boat trailer shall be parked in the public right-of-way or parking area within 500 feet of a boat ramp owned or controlled by the Town of Southampton or Southampton Town Trustees without displaying a ramp sticker on the vehicle as required by § 111-14 of the Code of the Town of Southampton at the following locations:
(1)
South Bay Avenue, Eastport.
(2)
Baycrest Avenue, Westhampton.
(3)
Bay Avenue, East Quogue.
(4)
Point Road, Flanders.
(5)
Corwin Lane, Hampton Bays.
(6)
North Sea Road at Conscience Point, North Sea.
(7)
Little Neck Road, Shinnecock Hills.
(8)
Peconic Road, Shinnecock Hills.
(9)
West Neck Road, West Neck/Sebonac, Tuckahoe.
(10)
Rose Hill Road, Water Mill.
(11)
Dock Road and Pine Neck Avenue, Noyac.
(a)
On both sides of Pine Neck Avenue within 500 feet of Dock Road.
(12)
Argonne Road, Hampton Bays.
D.
No vehicle without a boat trailer, and no boat trailer, shall be parked in the parking area provided at the Town-owned boat launching ramp without displaying a ramp sticker on the vehicle as required by § 111-14 of the Code of the Town of Southampton, at the following location(s):
