Whenever in this Code or in any other ordinance of
the County an act is prohibited or is made or declared to be unlawful
or an offense or misdemeanor or the doing of any act is required or
the failure, neglect or refusal to do any act is declared to be unlawful
or an offense or misdemeanor, where no specific penalty is provided
therefor, the violation of any such provision of this Code or such
ordinance shall be punishable by a fine not exceeding $2,500 or imprisonment
in the County jail not exceeding 12 months, or both such fine and
imprisonment; provided, however, that such penalties shall not exceed
those penalties prescribed by the Code of Virginia for like offenses.
