Except as provided by law or management/union agreements, all nonuniformed employees of the three safety and enforcement departments (fire, police and probation) shall fall under the merit plan of the City.

There shall be no Director of the Safety and Enforcement Division. Unless otherwise prescribed by law, Charter or ordinance, the Police Chief and the Fire Chief shall have the same powers and duties as those prescribed for division directors in this Part 3.

The departments described in this article shall have the duties and responsibilities prescribed by law, City Charter and ordinance.

The Police Department, in addition to the duties and responsibilities prescribed by law or ordinance, shall be responsible for the enforcement of the animal control ordinances of the City.
