It shall be unlawful for any person to leave outside of any building
or dwelling, in a place accessible to the public, any abandoned, unattended
or discarded refrigerator or other container of any kind which has an airtight
door or lock which cannot be opened from the inside, without first removing
such door or lock from said refrigerator or container.
