The City Engineer, in addition to such duties as may be prescribed by the Board of Public Works, shall:
A.
Be consulted on all matters relating to public improvements of any kind, where the advice of a civil engineer would be of service.
B.
Unless otherwise specially provided, take charge of the construction of all public works of the City which properly come under the direction of a civil engineer.
C.
Perform all engineering services and make all examinations and prepare all statements, plans, specifications and contracts which any department may need in the discharge of its duties; however, such contracts shall be submitted to the City Solicitor/Corporation Counsel for his approval.
D.
When required by the Mayor, or by any officer in charge of any department, measure the work done by contract for the City.
E.
When contracts have been made, stake out the proposed improvement and see that the contractor conforms to the established grade.
