The City Engineer, in addition to such duties as may be prescribed by the Board of Public Works, shall:
A. 
Be consulted on all matters relating to public improvements of any kind, where the advice of a civil engineer would be of service.
B. 
Unless otherwise specially provided, take charge of the construction of all public works of the City which properly come under the direction of a civil engineer.
C. 
Perform all engineering services and make all examinations and prepare all statements, plans, specifications and contracts which any department may need in the discharge of its duties; however, such contracts shall be submitted to the City Solicitor/Corporation Counsel for his approval.
D. 
When required by the Mayor, or by any officer in charge of any department, measure the work done by contract for the City.
E. 
When contracts have been made, stake out the proposed improvement and see that the contractor conforms to the established grade.

A. 
The Board of Public Works shall elect and employ as a Deputy City Engineer a person who is a civil engineer with a bachelor of science degree from an accredited school, or who is a professional civil engineer duly certified as such by this state.
B. 
The Deputy City Engineer shall assist the City Engineer and perform such duties as may be assigned to him by the City Engineer. If the City Engineer is unable to perform his duties, or if the office of the City Engineer becomes vacant, then the Deputy City Engineer shall perform all the duties of the engineer as prescribed by law.

A. 
The City Engineer shall assemble and file in his office, for the City, accurate plans showing:
(1) 
All the streets of the City now or hereafter laid out;
(2) 
Plans of all sewers, main drains and public grounds presently existing or hereafter laid out; and
(3) 
All entrances thereto and estates abutting thereon, with their frontage and owners' names.
B. 
When changes or improvements are made in streets, sewers, main drains and public grounds, complete and accurate plans of the same shall be made and kept on file in his office.
C. 
The City Engineer shall, by himself or his assistants, make all such surveys, estimates, measurements and levels and perform such other duties as may be required of him by the Mayor, the Board of Aldermen or any committee thereof, or the Board of Assessors.

The City Engineer shall make or cause to be made complete and accurate profiles of all existing public streets and any which may hereafter be laid out, and shall draw lines on the profiles to represent the grade of sidewalk on each side of the streets. The grade, when approved by the Board of Public Works, shall become the established grade for the streets and shall not be changed, except by the Board. Hereafter, all abutters making improvements or building sidewalks within the limits of the streets shall cause the same to conform to the established grade.

All maps, plans, profiles, surveys, books, notes, notebooks and other memoranda made and used by the City Engineer or his assistants shall be the property of the City and shall be kept in a safe and proper place, and together with all property of the City in charge of the City Engineer, shall be turned over by him to his successor.
