This Part
8 is adopted pursuant to Referendum Question No. 1 adopted by the voters of Nashua on November 2, 1993, reference Section 56-c through Section 56-f of the City Charter.
The purpose of this Part
8 is to further define certain terms appearing in City Charter Sections 56-c through 56-f pertinent to municipal budget control.
As used in this Part
8, the following terms shall have the meanings indicated:
APPROPRIATE
To set apart from the public revenue of a municipality a
certain sum for a specified purpose and to authorize the expenditure
of that sum for that purpose.
APPROPRIATION
An amount of money appropriated for a specified purpose by
the legislative body.
BUDGET
A statement of recommended appropriations and anticipated
revenues submitted to the legislative body.

A. The combined annual municipal budget, prepared in accordance with
Section 56-c of the City Charter, shall consist of accounts and line
items of the City of Nashua annual municipal budget, to include all
departmental revenue and department expenditures, contingency accounts,
bonded debt service, capital reserve accounts, capital improvement
accounts, and the solid waste management enterprise funds.

B. The combined annual municipal budget for purpose of Section 56-c
of the City Charter does not include the following: the fund balance
account, the special revenue funds, all prior-year escrow accounts,
Hillsborough County taxes, the overlay assessment, all capital projects
funded by bonds, the wastewater system fund (sewer fund), the capital
reserve, conservation and trust funds, the reserve fund established
pursuant to Section 56-e of the City Charter, and the public capital
facilities impact fee accounts.

C. When calculating the limitation on budget increases under Section
56-c of the City Charter, the Gross Domestic Product Implicit Price
Deflator for State and Local Government Consumption Expenditures and
Gross Investment shall be used.

D. The Mayor's proposed annual budget and the adopted annual budget, prepared and adopted according to City Charter Sections 56 et seq., shall state the sum of all appropriations of the combined annual municipal budget, to include the accounts and line items enumerated under Subsection
A of this section. The dollar amount under or above the limit established by City Charter Section 56-c shall also be stated.

E. Resolutions
to adopt the annual budget, and resolutions to supplement the budget,
shall state the accumulated sum of all appropriations of the combined
annual municipal budget and also state the dollar amount under or
above the limit established by City Charter Section 56-c. If the dollar
amount is above the allowed limit, requiring an exemption under City
Charter Section 56-d, the maximum dollar amount eligible for exemption
under City Charter Section 56-d shall also be stated.

The total expenditures of the combined annual
municipal budget for the current fiscal year shall consist of the
sum of all approved appropriations of the combined annual municipal
budget for the current fiscal year.
The total expenditures of the combined annual
municipal budget for the next fiscal year shall consist of the sum
of all proposed appropriations of the combined annual municipal budget
for the next fiscal year.
All federal and state mandated and unmandated
programs and accounts shall be subject to the limitation of Section
56-c of the City Charter, except that in the event the proposed expenditures
for the next fiscal year exceed this limit, the unmandated programs
and accounts shall be reduced to bring the combined annual municipal
budget for the next fiscal year within the expenditure limit while
leaving the mandated programs appropriately funded.

A. A Strategic Planning Committee is hereby established.
(1) The Committee shall consist of the following members:
(a)
The Chairman of the Aldermanic Planning and
Economic Development Committee, who shall serve as Chair of the Strategic
Planning Committee;
(b)
The Chairman of the Aldermanic Budget Review Committee, who
shall serve as Vice Chairman of the Strategic Planning Committee;

(c)
The Chairman of the Aldermanic Infrastructure
Committee;

(d)
The Mayor or the Mayor's designee, who shall
be an employee of the City;

(e)
The President of the Board of Education, or an elected member
of the Board of Education designated by the Board of Education;

(f) The
Chairman of the Police Commission, or a member of the Police Commission
designated by the Police Commission;

(g) The Chairman of the Fire Commission, or an elected member of the
Fire Commission designated by the Fire Commission;

(h) The Vice Chairman of the Board of Public Works, or an elected member
of the Board of Public Works designated by the Board of Public Works;

(i) The Chairman of the Library Board of Trustees, or a member of the
Library Board of Trustees designated by the Library Board of Trustees;
and

(j) The Chairman of the Airport Authority, or a member of the Airport
Authority designated by the Airport Authority.

(2) All members shall be ex officio, and their terms upon
the committee shall be coincident with their terms of office or employment
in the stated positions.
(3) The vice chairmen of the Aldermanic Planning and Economic Development,
Budget, and Infrastructure Committees shall serve as alternates for
each of the respective chairmen but shall not serve as alternates
with respect to Chairman and Vice Chairman of the Strategic Planning
Committee.

(4) The Mayor shall designate an alternate member, who must be an employee
of the City. This member shall only serve as an alternate to the Mayor
or the Mayor's primary designee.

(5) Each named committee, board, commission, or authority shall also
designate an alternate representative to the Committee. The alternate
must meet the same qualifying criteria as the principal member. These
alternates shall only serve as alternates to the primary member from
the named committee, board, or authority.

B. The Mayor and the Strategic Planning Committee shall
develop and maintain an official statement of policy and strategic
plan for the City of Nashua. This plan shall be developed in a manner
determined by the Committee and approved by the Board of Aldermen.
The Committee may review and revise the plan from time to time, but
shall do so at least once in each term of the Board of Aldermen.
C. The Mayor and the Strategic Planning Committee shall
develop and maintain annually an operating plan which shall provide
for the implementation of the policies set forth in the strategic
plan. This plan shall, at a minimum, detail the projected operating
requirements as far into the future as is foreseeable. This plan shall
be developed in a manner determined by the Committee and approved
by the Board of Aldermen.

A. Vision statement. Nashua is a proud, vibrant, and
welcoming community. Nashua offers its people opportunities for personal
growth, prosperity, education, culture, heritage, and recreation.
Nashua is a City responsive to the needs of its citizens, continuously
examining its processes to enable efficient delivery of services that
enrich the quality of life.
B. Mission statement. Nashua City Government, while recognizing
fiscal limitations, shall:
(1) Develop and allocate sufficient resources to improve
the quality of its public education, recreation, safety services,
parks, public works, social services, and cultural offerings;
(2) Promote the growth of business and economic opportunity
without sacrificing quality of life; and
(3) Develop and execute long-range plans that make the
vision a reality.
