Mandatory recycling programs shall be in effect
in all City-owned buildings, including those of the Nashua School
District, as of July 1, 1991. Additional recycling programs, which
have minimal budgetary impact (as determined by the Committee on Collection)
shall commence as soon after passage of this article as deemed reasonable
by the Committee, but not later than January 1, 1991.
The Recycling Coordinator shall determine which
materials are to be recycled and shall oversee the programs as a whole.
Each department shall be responsible for day-to-day implementation
of recycling in its own buildings (including internal collection,
quality control and storage), and each department's program shall
be funded out of that department's budget.
