All persons who use the public roads for the purpose of running or jogging during the evening hours between sunset and sunrise shall wear while doing so at least one item of reflective material with a cumulative total of at least 24 square inches in area. Such material shall be worn in a manner so as to be readily visible to any automotive vehicle approaching the runner or jogger from either the front or the rear.

Any person violating the provisions of this article shall be liable to a fine not in excess of $10.
