The Hornell Recreation Commission, established by a resolution of the
Common Council of the City of Hornell, New York, passed February 19, 1923,
is hereby abolished, from and after the first day of April 1930.
All of the powers vested in said Recreation Commission by said resolution
shall, after said Commission is abolished as aforesaid, be vested in the Common
Council of said city, and said Common Council shall have full control and
supervision of the existing playgrounds and recreation centers in said city
with authority to maintain, equip and operate the same and to establish, maintain
and operate additional playgrounds and recreation centers and employ play
leaders, playground directors and such other officers and employees as said
Council shall deem proper. Said Council shall have all the powers set forth
in Article 13 of the General Municipal Law.
Said Recreation Commission, before the first day of April 1930, shall
deliver to said Council or such officer or employee as it shall designate
all property and equipment, real and personal, now in the possession of said
Commission, and the funds now held by the City Chamberlain shall be transferred
to the control of the Common Council to the same extent as they were controlled
by said Commission, and funds hereafter appropriated or property acquired
for recreation purposes shall be under the supervision and control of said
Common Council.
Said Commission, before the first day of April 1930, shall render a
report to the city setting forth its receipts and disbursements with property
acquired or disposed of since the last annual report of said Commission, with
an inventory of the property on hand.
