For the purpose of these regulations, which shall be known and may be
cited as "Hornell Subdivision Regulations," certain words used herein are
defined as follows:
COUNCIL
The duly elected Common Council of the City of Hornell.
ENGINEER
The duly appointed Superintendent of Public Works.
HEALTH DEPARTMENT
The appropriate state district health office serving Steuben County
and the City of Hornell.
MASTER PLAN
A comprehensive plan approved by the City Planning Board which indicates
the general locations recommended for the various functional classes of public
works, places and structures and for the general physical development of the
City of Hornell and includes any unit or part of such plan separately adopted
and any amendment to such plan or parts thereof.
PLAT
The final map, drawing or chart on which the subdivider's plan
of subdivision is presented to the Council for approval and which, if approved,
will be submitted to the County Clerk for recording.
PRELIMINARY LAYOUT
The preliminary drawings indicating the proposed layout of the subdivision
to be submitted to the Council for its consideration.
STREET
A way for vehicular traffic, whether designated as a street, highway,
thoroughfare, parkway, throughway, road, avenue, boulevard, lane or place
or however otherwise designated.
B.
COLLECTOR STREETSThose which carry traffic from minor streets to the major system of arterial streets and highways, including the principal entrance streets of a residential development and principal streets for circulation within such a development.
C.
MINOR STREETSThose which are used primarily for access to abutting properties.
D.
MARGINAL ACCESS STREETSMinor streets which are parallel to and adjacent to arterial streets and highways and which provide access to abutting properties and protection from through traffic.
E.
ALLEYSMinor ways which are used primarily for vehicular service access to the back or the side of properties otherwise abutting on a street.
SUBDIVISION
The division of any parcel of land into more than four lots, plots,
blocks or sites, with or without streets, for the purpose of offering such
lots, plots, blocks or sites for sale to the public. This also includes resubdivision
of land heretofore divided or platted into lots, sites or parcels; provided,
however, that the sale or exchange of parcels of land between adjacent property
owners, where such sale does not create additional lots, shall not be considered
a "subdivision" of land.
