It shall be the policy of the Common Council
to conduct all business with full disclosure to the public.
The nature and requirements of all formal procedures
for applying for a permit and for requesting a permit under this Part
3 and for requesting a hearing shall be formulated by the City and
be made available to any resident of the City upon request.
The City of Oneida shall formulate procedures
to make available to the public for inspection such orders, statements
of policy, and interpretations used by the City in administration
of this Part 3. No rule, regulation, or civil order shall be valid
until it has been available for public inspection.
