The Superintendent shall, after proper notice and hearing, adopt and issue such rules and regulations as the Superintendent may deem appropriate in enforcing the provisions of this chapter and otherwise concerning the safety and welfare of taxicab and livery passengers.
A. 
There shall be a Taxicab and Livery Commission which Commission shall consist of three members to be appointed by the City Manager, with the approval of the City Council, to serve without compensation. Two members shall be members of the general public and residents of the City and the last member shall be a department head of the City of Lowell, or whomever he shall designate to serve in his/her place. Such Commission members shall initially serve for three, four, and five years, to be designated by the City Manager, from the date of their appointments, and at the expiration of the term of any member, the term thereafter shall be for five years. The department head appointed by the City Manager, or the authorized designee of such department head, shall be the Chairperson of the Commission.
B. 
The Taxicab and Livery Commission shall be charged with hearing and rendering decisions upon appeals from the denial, suspension or revocation of any vehicle license required by this chapter and the denial, suspension or revocation of any hackney license required by this chapter and such other matters as concern the enforcement of this chapter.
