It is hereby declared to be in the best of the interest of the public
safety, convenience and welfare of the Town to regulate and restrict the parking
of vehicles on Town rights-of-way within the control and limits of said Town,
during a period of snow emergency, so as not to impede the transportation
and movement of food, fuel, medical care, fire, health, police protection,
and other vital facilities of the Town.
For the purpose of this article, the following definitions shall apply:
SNOW EMERGENCY
A period of time as forecast by a contracted weather service or the
United States Weather Bureau, during which period vehicular and/or pedestrian
traffic is expected to be hazardous or congested due to the elements, and
during which period the parking of vehicles could hinder, delay or obstruct
the safe flow of such traffic and/or the proper cleaning, clearing and making
safe of the public highways of the Town.
STREET
Any approved public highway, road or street in the Town of Montville.
It shall be unlawful at any time during the period of any snow emergency
under provisions of this article for the operator of a vehicle to allow, permit
or suffer said vehicle to remain parked on any street in the Town of Montville.
If the operator is not known, it shall be prima facie evidence that the registered
owner is the operator as in accordance with C.G.S. § 14-107.
In any prosecution or proceeding hereunder, the last registered owner,
either by registration plate or vehicle identification number, shall constitute
prima facie evidence that the owner of such vehicle left said vehicle at the
place where such violation occurred.
Any person found to be in violation of this article will be subject
to a fine of $35 and the issuance of an infraction complaint ticket in accordance
with C.G.S. § 7-148, utilizing the current State of Connecticut
Mail-In Violations and Infractions Schedule.

The Mayor of the Town of Montville acts as the traffic authority, as provided in §
C409 of the Charter of the Town of Montville and C.G.S. § 14-297(6), as amended. He shall administer the following regulations for parking on public highways within the Town of Montville pursuant to the provisions of C.G.S. § 14-307, as amended.
As used in this article, the following terms shall have the meanings
indicated:
OFFENDER
Refers to the operator, if known, of any motor vehicle found to be in violation of §
370-10 or
370-11 of this article. If the operator is not known, it shall be prima facie evidence that the registered owner is the operator, as in accordance with C.G.S. § 14-107.
PARK or PARKING
Defined in accordance with C.G.S. § 14-297(4) and shall
mean to permit a motor vehicle to remain stationary upon the public highway,
whether occupied or not, other than temporarily for the purpose of, and while
actually engaged in, receiving or discharging passengers or loading or unloading
merchandise or goods, or in obedience to traffic regulations or traffic signs
or signals.
It is not permitted to park a motor vehicle within the public way in
the Town of Montville:
A. More than 12 inches from the curb unless it is parked
so that its right-hand wheels are no more than 12 inches from the curb or
right-hand edge of the paved portion of the highway.
B. On the wrong side of street except upon the right-hand
side of the highway in the direction in which said vehicle is headed.
C. Blocking a driveway in such manner as to block safe access
to a driveway.
D. Within 25 feet of an intersection.
E. Within 25 feet of a stop sign caused to be erected by
a state or local traffic authority.
F. Blocking a crosswalk, so as to block or invade a marked
crosswalk.
G. On the sidewalk, so that any portion of the wheels of
said vehicle remain stationary upon a sidewalk.
H. Double parking, in such manner as to constitute a traffic
hazard or obstruct the free movement of traffic upon the highways.
I. Restricted parking. Alongside any curbing which has been
painted yellow, signifying "restricted area - no parking," or alongside
any portion of the public highway upon which state or local traffic authority
has caused to be erected a no-parking sign or other sign which restricts parking
to emergency vehicles.
No vehicle shall be parked or permitted to remain stationary for any
purpose within 10 feet of any fire hydrant.

No vehicle shall be parked in a parking space designated for handicapped
parking, unless the proper identification is displayed.

For each and every violation of this article, the offender shall be
fined $35.
The Montville Police Department shall cause notice of violation to be
placed on offending vehicles with the fine for the offense stated thereon.

Until such time as the Town of Montville establishes a Police Department in accordance with, or part of, the provisions of Chapter
104, Part I, of the Connecticut General Statutes, all fines will be issued in the form of an infraction complaint
ticket in accordance with C.G.S. § 7-148, utilizing the current
State of Connecticut Mail-In Violations and Infractions Schedule.
In addition to the payment of fines as provided in §§
370-10 and
370-11 herein for motor vehicles illegally parked, any motor vehicle parked in violation of these regulations and deemed a hazard to the motoring public by a Town of Montville constable shall be subject to removal from any public highway within the municipality by order of the Montville Police Department, and the offender shall pay for the towing, moving, parking and storage of said vehicle.
All appeals shall be done in accordance with the Connecticut Motor Vehicle
Department procedure established by the Centralized Infraction Bureau.
