The purpose of this chapter is to provide minimum standards for the
use of alarm systems calling for emergency response, including fire and police
response, in order to reduce the number of false alarms and to promote the
responsible use of alarm devices within the Town of Old Lyme.
As used in this chapter, the following terms shall have the meanings
indicated:
ALARM BUSINESS
A business engaged in the sale, lease, installation, service, maintenance,
repair, alteration or monitoring of emergency alarm systems.
ALARM DEVICE
Any device which, when activated, calls for emergency response
by:
A.
Transmission of a signal to a dispatching agent (public or private);
or
B.
Emission of an audible signal heard off premises.
ALARM USER
Any person on whose premises an alarm device is maintained within
the Town of Old Lyme, except for an alarm device on motor vehicles.
AUTOMATIC DIAL ALARM
A telephone device which transmits a prerecorded voice message to
another location.
FALSE ALARM
The activation of an alarm device through mechanical failure, malfunction, improper installation, the negligence of the owner or lessee of an alarm device or of his employees or agents, or the testing thereof without the prior notification required by §
6-9C. This definition specifically excludes false alarms caused by weather conditions, power failure, or telephone equipment malfunction.
All alarm devices shall be registered by the alarm user with the Old
Lyme Fire Marshal, in accordance with such procedure as he shall establish.
Reasonable registration fees, established by said Fire Marshal, shall be charged
to cover administrative costs.
All alarm devices shall be installed by technicians licensed by the
State of Connecticut.
An alarm user whose alarm device is monitored by a private dispatching
agent requesting emergency response by the regional emergency communications
center shall:
A. Secure approval by said emergency communications center
of the type of alarm equipment, prior to installation;
B. Register with said emergency communications center prior
to initial activation of the alarm device; and
C. Provide all equipment necessary for systems interface.
The installation or use of automatic dial alarm devices is prohibited.
The exterior alarm signal of an audible alarm device shall be restricted
to a maximum period of 30 minutes, unless otherwise required by law.
There shall be no more than two false alarms from any one alarm device
during a twelve-month period.
Administration and enforcement of this chapter shall be by the Old Lyme
Fire Marshal. The Town, upon authorization of its Fire Marshal, may institute
civil proceedings to enforce the provisions of this chapter.
Any person who violates any of the provisions of this chapter shall
be subject to a fine of $100 for each such violation. Each day such violation
continues shall constitute a separate violation.
