This article is adopted pursuant to the provisions
of C.G.S. § 22a-113k, as amended.
There shall be established a Harbor Management
Commission which shall have jurisdiction over all navigable waters,
as defined in C.G.S. § 15-3a(b), within the territorial
limits of Town of Old Lyme.
Said Harbor Management Commission shall, in
consultation with the Commissioner of Environmental Protection and
the Commissioner of Transportation of the State of Connecticut, prepare
a management plan for the most desirable use of these bodies of water
in a manner consistent with C.G.S. §§ 22a-90 to 22a-112,
inclusive. Such management plan shall:
A. Identify existing and potential harbor problems;
B. Establish goals and make recommendations for the use,
development and preservation of said bodies of water;
C. Include provisions for the orderly, safe and efficient
allocation of said bodies of water for boating by establishing:
(1) The location and distribution of seasonal moorings
and anchorage;
(2) Unobstructed access to and around federal navigation
channels, anchorage areas and harbor facilities;
(3) Space for moorings, anchorages for transient vessels;
and
(4) Such other provisions as the Commission shall recommend,
in accordance with C.G.S. §§ 22a-113m to 22a-113s,
inclusive.
The Harbor Management Commission shall be composed
of nine members and three alternate members, appointed by the Board
of Selectmen, who shall be legal voters of the Town of Old Lyme. The
Harbormaster for the Town of Old Lyme shall be a nonvoting ex officio
member of the Commission.
