The Mayor and Council of New Castle deems it necessary to create the
position of City Administrator.[1]

Editor's Note: The "WHEREAS" clause which immediately preceded
this section provided that the City Council will continue to act as the city's
policymaking body and that said City Administrator will be responsible to
the City Council for the daily operations of the city.
The job description for the City Administrator is to administer all
policies pertaining to and to supervise the personnel in the following functions:
A.
Maintenance and repair of all city property, streets,
parks, etc.
B.
Billing and collection of city taxes.
C.
Purchasing of all property and service and payment of
the same.
D.
Keeping of records and transactions.
E.
Information processing.
F.
Training and re-training of all personnel.
G.
Building and housing codes, issue of permits and all
BOCA.
H.
Maintaining liaison with professional personnel retained
by Council.
I.
Maintaining liaison with all committees and commissions
appointed by The Mayor and Council.
J.
Preparation of budget.
