A.
All dwellings, buildings or other structures used
for human occupancy, employment, recreation or other purposes connected
to the Town of Ocean View water system shall be equipped with an approved
water meter furnished by the Town of Ocean View, to be installed at
the expense of owner of the premises.
B.
Meters shall be installed in an easily accessible
location at or near the connection to the Town's water system in the
right-of-way.
C.
All necessary plumbing work to be done in connecting
any property shall be done by a plumber licensed to do business in
this state, in a good and workmanlike manner, and with good and proper
materials, and shall be subject to the approval of the Town or its
designee.
A.
General water service charges. General water service
customers are charged a service availability charge or facilities
charge and a usage charge where applicable:

Facilities charges; service availability charge. A
facilities charge or service availability charge shall be billed quarterly.
The service availability charge shall be billed to all lots which
can be served by the Town's water system. The facilities charge and
water usage charge shall be billed to all metered customers, based
on the meter size.
(2)
Water use charge. All water used is charged for in
arrears at $5.3453 per 1,000 gallons.

B.
Private fire service line.
(1)
Private fire facilities charges. Customers with a
dedicated private fire service line are charged a private fire facilities
charge based on the meter size or, if there is no meter, based on
the charge for a meter the same size as the service line, plus a water
usage charge, if applicable. The private fire facilities charge is
as follows:

Customers applying for one service line based on meter
size and who also have private fire service after the meter are charged
a general water service charge. In each case, any water available
for fire protection, but used for purposes other than fire protection,
is to be metered and to be subject to a water usage charge.
C.
Turn-off and turn-on charges.
(1)
When temporary shut-off is made during regular hours
at the request of a customer, a service charge of $72 will be made.
An additional charge of $72 will be made for turning the service back
on. If these services are provided after regular hours, the charge
will be $105.

Other miscellaneous charges.

Inspection fee for initial hookup to meter: $40.

Service call to read a meter due to change of ownership
or occupancy of a dwelling unit: transfer charge will be $45.

Unauthorized entry of meter pit: The charge will be
$100 plus cost of repair or damage for each occurrence.

Unauthorized water withdrawal from fire hydrants:
The charge will be $300 for each occurrence.

The Town shall charge each customer $35 for any returned
check it receives as payment for any service, charge or deposit.
F.
Those customers
failing to pay any rate set forth in this chapter shall incur an interest
fee of 1.5% of the outstanding charge due each month until payment
is made. This interest fee shall be assessed 30 days following the
date a charge is due.

G.
In addition
to the fees set forth in this chapter, the costs to be assessed in
all legal proceedings brought pursuant to this chapter may include
reasonable attorney’s fees, as determined by the court, incurred
by the Town in connection with each respective proceeding.
