If any person be aggrieved by the action of the Commission, such person shall have the right of appeal to the Town Council. The appeal shall be in writing and shall be filed within 10 days after the date of such action of the Commission. A hearing thereon shall be held by the Town Council within 60 days of the date the appeal is filed in the Town Office, and all parties shall be afforded an opportunity to be heard. After such hearing, the Town Council may affirm or reverse or modify the action of the Commission by a majority vote of the members of the Town Council hearing the appeal. The findings and reasons for the disposition of the appeal shall be stated, in writing, by the Town Council.
Nothing provided herein shall be construed to restrict the right of any party to the appeal, including the Commission, to obtain a review of the decision of the Town Council by a court of competent jurisdiction according to law.
