Except as herein provided, in any residential
district where the owner of a lot, on or before November 1, 1973,
or his/her successor in title thereto does not own sufficient land
to enable him to conform to the minimum lot area and/or setback requirements
of this chapter, such lot may be used as a building site for a single-family
dwelling, provided that all requirements for the district in which
said lot is located are maintained.
The height limitations of this chapter may be
waived so as not to apply to water towers, transmission towers or
church spires if approved by the Board of Adjustment.
