It shall be unlawful for any person to place, deposit, or permit to
be deposited in any unsanitary manner on public or private property or discharge
into any natural outlet within the Town or in any area under the jurisdiction
of said Town, any human or animal excrement, garbage, sanitary sewage, industrial
or commercial waste or any polluted water, or other objectionable waste, except
in places designated for such purposes by the Town and where suitable treatment
is being provided in accordance with provisions of this chapter. Customary
agricultural utilization and disposition of animal excrement in a sanitary
manner upon public or private property shall be lawful within the Town.
It shall be unlawful to discharge to any natural outlet within the Town,
or any area under the jurisdiction of said Town, any sewage or other polluted
waters, except where suitable treatment has been provided and a permit obtained
from the WPCA.
The owners of all houses, buildings, or properties used for human occupancy,
employment, commercial, business, manufacturing, recreation or other purposes,
situated within the sewer service area, are hereby required, each at his own
expense, to install a building sewer to connect their building drain with
the public sanitary sewer in accordance with the provisions of this chapter.
The owner must apply for a permit within 90 days of notification that he must
do so. The owner must then connect to the public sewers within 90 days of
the permit application, or within 180 days of such notification, whichever
is sooner. Extensions may be granted for unusual circumstances by the WPCA,
but no extension will be granted for more than 90 additional days. Unusual
circumstances may include but not be limited to severe weather conditions.
