The office of the Village Manager for the Village of Bellevue is hereby established and created pursuant to MCLA § 65.8, and who shall be the chief administrative officer of the Village of Bellevue, and who shall have the powers and duties hereinafter prescribed.
The Village Manager shall be appointed by the Village Council within 90 days after the adoption of this article or within 90 days after a vacancy exists in said office, and who shall be selected on the basis of his executive and administrative qualifications with prior experience in city, village and public business or industrial administration. The Village Manager shall hold office at the pleasure of the Village Council and shall not be removed from office during a period of 60 days following any regular Village election, except by a unanimous vote of the members of the Village Council in office at the time of such vote. The compensation of the Village Manager shall be as fixed from time to time by resolution of the Village Council.

The Village Council may appoint or designate an Acting Village Manager during the period of a vacancy in the office or during the absence of the Village Manager from the Village and shall fix his compensation. Such Acting Village Manager shall, while he is in such office, have all the responsibilities, duties, functions and powers of the Village Manager. The person serving as Acting Village Manager shall not be an elected Village officer.
The Village Manager shall have the supervision of and responsibility for all administrative departments of the Village of Bellevue. All administrative powers, duties, functions and responsibilities, heretofore vested in or assignable to members of the Village Council in their capacities as superintendents of departments of the Village government, are hereby delegated to the Village Manager, except such powers and duties as may be otherwise specifically delegated by the Village Charter or ordinances of the Village of Bellevue.
A. 
In general, the Village Manager shall have the following additional functions and duties:
(1) 
Be responsible to the Village Council for the efficient administration of all administrative departments of the Village of Bellevue.
(2) 
Recommend to the Village Council, for adoption, such measures as he may deem necessary or expedient, and shall attend Village Council meetings with the right to take part therein, but not the right to vote.
(3) 
Exercise and perform all administrative functions of the Village of Bellevue that are not imposed by the Village Charter or ordinances upon some other official.
(4) 
Perform such other duties as may be prescribed by ordinance or by direction of the Village Council.
(5) 
Compile the annual budget proposal of the Village and shall administer the annual budget.
(6) 
Appoint and dismiss all administrative officers and department heads of the Village, except those appointed by the Village Council under the Village Charter, subject to the approval of the Village Council.
B. 
The powers and duties delegated to the Village Manager in this article shall not be performed or exercised by any other officer of the Village, the provisions of the Village Charter notwithstanding.
A. 
The administrative officers of the departments of the Village are responsible for the performance of the duties and functions of their offices as set forth in a Village Charter and ordinances under the general supervision of the Village Manager.
B. 
In addition to the duties set forth in the Village Charter and ordinances, such administrative officers shall perform such other duties as may be prescribed by the Village Manager, not inconsistent with those duties and functions prescribed under the Village Charter and/or ordinance of the Village of Bellevue.[1]

C. 
Should the directions of the Village Manager make it impossible for any administrative officer to properly perform any duty imposed upon him by Charter, ordinance or state law, he shall file his objections thereto in writing with the Village Manager who shall either revise his instructions accordingly or shall forward such objections, together with his recommendations to the Village Council. The Village Council shall thereupon direct what action should be taken in the matter.
D. 
Until otherwise directed by the Village Council, the directions of the Village Manager shall be observed by the administrative officer concerned.
No member of the Village Council shall interfere with the Village Manager in the performance of his duties and his supervision of the departments set forth in § 84-4 of this article, and no member of the Village Council shall give orders to any of the administrative officers or employees of the departments named in this article.

The responsibilities of the Village Clerk and the responsibilities of the Village Treasurer shall be assigned to the Village Manager. Any and all responsibilities which may be vested in the Village Clerk or Village Treasurer by law or by Village ordinance shall be vested in the Village Manager.
The assignment of responsibilities of the Village Clerk and the Village Treasurer to the Village Manager authorizes the Village Manager to execute documents in the capacity of Village Clerk or Village Treasurer.
Upon the effective date of the assignment of responsibilities, the positions of Village Clerk and Village Treasurer shall be abolished.
The assignment of responsibilities to the Village Manager shall become effective April 1, 1994, or upon resignation of the Village Clerk and Treasurer elected in the March 9, 1992, Village of Bellevue general election, unless a petition signed by not less than 10% of the registered electors of the Village is filed with the Village Clerk within a forty-five-day period after the date of adoption of this article. If such a petition is filed, this article shall not become effective until after the ordinance is approved at an election held on the question.[1]
