Ordinances]
There shall be a Department of Public Buildings and Grounds, the head
of which shall be the Superintendent of Public Works. He shall supervise the
maintenance of all Borough recreation areas, buildings and grounds, and all
Borough-owned property, including lawns and shrubs.
