Recyclable materials are designated below:
A. "Aluminum" shall mean recyclable aluminum cans, clean aluminum foil,
and clean aluminum foil-like containers, i.e., pie plates.

B. "Tin" shall mean steel, tin, bi-metal beverage and
food cans.
C. "Glass beverage containers" shall mean all products
made from silica or sand, soda, ash and limestone, the product being
transparent or translucent and being used for the packaging or bottling
of various matter and all other materials commonly known as glass
but excluding, however, blue and flat glass commonly known as "window
glass."
D. Corrugated cardboard is to be collected from residential and commercial
establishments.

E. "Ferrous scrap" shall mean all metal scrap containing
steel and/or cast iron.
F. "White goods" shall mean refrigerators, stoves, washing machines,
dryers, water heaters, microwaves, and such other items as shall be
listed in the rules and regulations propounded by the Borough of Bergenfield.

H. Newspapers, magazines, office-grade paper, mail, kraft bags, paperback

I. Leaves, grass clippings, branches and vegetative yard
waste.
J. Oil and antifreeze: motor oil from gasoline or diesel
combustion engines and antifreeze products.
K. High grade paper: white typing and ledger paper, white
notepad paper, copier paper, carbonless computer printout, manila
tab cards and file folders.
L. Mixed paper: source-separated mixture of all types of paper, including,
but not limited to, corrugated, high-grade paper, newspaper, magazines,
telephone directories, wrapping paper, box board, books, paper grocery
bags and junk mail.

M. Construction and demolition debris: source-separated nonputrescible
recyclable material generated from the construction, alteration, repair,
maintenance and/or demolition of structures within Bergenfield. This
material shall include concrete, bricks, block, ferrous and nonferrous
metal, asphalt, asphalt shingles, recyclable wood scrap, and any and
all other material generated from the construction, alteration, repair,
maintenance and/or demolition of a structure or structures within
Bergenfield.

N. "Batteries" shall mean automobile batteries and rechargeable batteries.

O. "Cartons" shall mean gable-topped and aseptic cartons (i.e., milk,
soup, juice).

P. "E-waste" shall mean only the following: computers, computer monitors,
laptops, tablets, televisions (TVs), desktop printers and desktop
telefax machines.

The Mayor and Council shall appoint a Municipal
Recycling Coordinator and enforcement agent under this article.
The Municipal Recycling Coordinator shall promulgate
reasonable rules and regulations and establish the commencement dates
for mandatory separation of recyclables and the manner, dates and
times for the collection of same in accordance with the terms of this
article. Any such regulations so promulgated shall become effective
only upon approval by the Borough Council and may be changed, modified,
repealed or amended in whole or in part by the Borough Council. A
copy of the regulations promulgated by the Municipal Recycling Coordinator,
as approved, modified, or amended, shall be available for public inspection
at the office of the Borough Clerk during regular office hours.
From the time of placement at the curb for pickup,
collection and recycling, recyclables shall be the property of the
Borough of Bergenfield or its duly authorized agent. No person unauthorized
by the Borough of Bergenfield shall collect or pickup or cause to
be collected or picked up any such recyclables. Each collection or
pickup of recyclables in violation hereof shall constitute a separate
and distinct offense.
No provision herein shall be construed to prohibit
groups or individuals who shall be authorized by the Municipal Recycling
Coordinator from collecting or picking up recyclables at curbside
or otherwise in such manner and under such terms and conditions as
shall be prescribed by the Municipal Recycling Coordinator. No such
collection or pickup shall conflict or interfere with pickup and collection
by the Borough or its duly authorized agents.
Any person violating this article or any of
the rules and regulations promulgated hereunder shall be liable or
subject to a fine not to exceed $1,000 or jail term not to exceed
90 days, or both. In the event of a second offense, the minimum fine
shall not be less than $100.
