All maps, plats and sketch plats required to
be submitted by this Part 9 shall conform to one of the following
size configurations: 8 1/2 inches by 13 inches, 15 inches by
21 inches, 24 inches by 36 inches or 30 inches by 42 inches.

All plats shall be based on accurate information,
at a scale of not less than one inch equals 50 feet; and the size
of the map shall be 24 inches by 36 inches or 36 inches by 48 inches;
and shall meet the following requirements and show or include the
following information, except that the Planning Board or its Planner
may waive any requirement or request additional information where
it is clearly appropriate to the particular application:
A. Location and key map. The entire tract to be subdivided,
giving the accurate location and dimensions of all existing and proposed
property and street lines and including a key map at a scale of one
inch equals not more than 800 feet, showing the proposed subdivision,
and:
(1) Its relation to the land use, circulation and all
community facility features shown on the Official Map and Master Plan
located within a one-half-mile radius of the subdivision; and
(2) The zoning classification of the proposed subdivision
and the two-hundred-foot area surrounding the property.
B. Structures, wooded areas and topography. The location
of existing buildings and other structures, including paved parking
areas, with accurate dimensions from all existing and proposed lot
lines; wooded areas and deciduous trees 12 inches dbh (diameter at
4 1/2 feet above grade) or greater and nondeciduous trees eight
inches dbh or greater and dogwoods four inches dbh or greater; and
topography on the tract and within 500 feet thereof at two-foot contours.
Every ten-foot contour interval line should be shown darker.
C. Owners. The name of the owner of the tract being subdivided,
all adjoining property owners and those across existing or proposed
streets as disclosed by the most recent municipal tax records.
D. Identity. The Tax Map sheet, date of revision, block
and lot numbers and zone district of above owners.
E. Streets, easements, watercourses and rights-of-way.
The location of existing or proposed streets, roads, easements, utility
services and driveways, public rights-of-way, streams, bridges, culverts,
drainage ditches and watercourses in and within 200 feet of the subdivision.
With respect to utility and drainage information, existing and proposed
laterals shall be shown.
F. Lots. The original and proposed lot layout, lot dimensions,
chart of all required setback lines and the lot area of each lot in
square feet and acreage, building height, lot coverage, floor area
ratio and parking, including that which is proposed. Lots shall be
designated by letters for minor subdivisions and by consecutive numbers
for major subdivisions until given official outnumber designations
by the Township.
G. Percolation tests. If individual sewage disposal systems
are proposed, the plat shall show the location of all percolation
tests and consecutive test results, including those that failed, and
soil logs.
H. Approval block. There shall be an approval block for
signatures of the Board Engineer, Board Chairman and Board Secretary.
I. Lot designations. Lot designations shall be as assigned
by the Township Tax Assessor.
J. Soils. The location and name of all the different
soils on the site shall be shown.
K. Slopes. There shall be calculated and shown the amount of area in square feet and acres, in the following slopes: 30% or more, 20% to 29%, 11% to 19%, 10% or less. Shading techniques shall be utilized to identify the different slope areas on the plat. Where areas with slopes over 10% are being disturbed, Hillside development engineering and environmental information shall be provided pursuant to Part
11, Article
XXXIV, of the Township Municipal Code.
L. Floodways. There shall be floodway and flood fringe delineations shown using information from flood studies, NJDEP flood reports and Soil Conservation Service maps. Floodplain exhibits, if applicable, shall be provided pursuant to Part
11, Articles
XXXVIII and
XXXIX, of the Township Municipal Code.
M. Other information required.
(1) The date of original preparation and the date of revision,
if any, of the plat, as well as the old name, if submitted previously
under different title, shall be shown.
(2) The applicant shall submit an environmental assessment as required under §
126-268.
N. Information required for minor subdivision plats.
If the sketch plat is being submitted for minor subdivision approval,
it shall contain the information required under this section and shall
be a certified survey map drawn by a licensed New Jersey land surveyor.
The plat shall provide for endorsement by the Chairman and Planning
Board Secretary. If the plat is to be filed, it shall meet the requirements
of the Map Filing Law.
O. Drainage basins. The general locations of detention/retention
basins, if needed, shall be shown.
P. Density computations. All density computations shall be in accordance with §
126-266 of the Township Municipal Code.
Q. Soil erosion and sediment control. A soil erosion
and sediment control plan shall be provided.
R. Special requests. There shall be a written description
submitted of any request for a hardship variance, conditional use
or special permit.
S. Survey, deeds and signed consent. There shall be submitted
a survey of the property signed and sealed by a licensed surveyor.
Copies of all present deeds relevant to the property, including deeds
of easement, shall be submitted. A signed consent form shall be submitted
even if the applicant is the owner.
T. Copies of submissions and fees.
(1) Twenty four copies of the application form, checklists,
fee schedule with calculations, survey, plat and all other documentation
requested herein shall be submitted. All documents submitted must
be collated into 24 sets.
(2) In the alternative, the applicant may choose to submit
three full sets of documents for completeness review only. When the
documents submitted comply with this admission requirement, the Township
will notify the applicant to submit the other 21 sets in order to
be deemed complete. This option is made available to applicants in
an effort to save resources expended on numerous plats that may need
to be revised and submitted.
(3) All fees (both application and escrow) must be paid.
U. Tax certification. There shall be submitted a certification from the Tax Collector that all taxes have been paid to date on the property pursuant to §
126-226B of the Township Municipal Code.
V. Sketch plat referral. There shall be submitted evidence that the sketch plat has been referred to the Somerset County Planning Board pursuant to §
126-209B of the Township Municipal Code.
W. Electronic copies of final subdivision plans, as filed
in the Somerset County Clerk's office (with proof of filing shown
on the map). This is to be in a form acceptable to the Township Engineer.

X. Electronic
copies of the signed subdivision and/or site plans and any plans that

An applicant submitting an application for a minor subdivision shall complete Form # 3A, in accordance with the requirements of §
126-235 entitled "Minor subdivisions." This Form #3 A is entitled "Application: Minor Subdivision" and is set forth, hereinbelow, in its entirety.

The preliminary plat shall be clearly and legibly
drawn or reproduced at a scale of not less than one inch equals 50
feet and the size of the map shall be 24 inches by 36 inches or 30
inches by 48 inches. There shall be a North arrow and graphic scale
included within the plans. Preliminary plats shall be drawn by a licensed
New Jersey professional engineer or land surveyor. Contour maps and
preliminary construction plans, including road profiles and utility
plans, shall be submitted as part of the preliminary plat. Separate
maps may be required, by the Board, of topography, utilities and road
details. A soil erosion and sedimentation control plan and a grading
plan shall be included. The plat shall be designed in compliance with
the provisions of this Part 9 and shall show or include the following
information, except that the Planning Board or its Planner may waive
any requirement or request additional information, where it is clearly
appropriate to the particular application:
A. Location and key map. The entire tract to be subdivided,
giving the accurate location and dimensions of all existing and proposed
property and street lines, and including a key map at a scale of one
inch equals not more than 800 feet, showing the proposed subdivision
and:
(1) Its relation to all features shown on the Official
Map and Master Plan and located within 1/2 mile of the radius of the
subdivision; and
(2) The zoning classification of the proposed subdivision
and the two-hundred-foot area surrounding the subdivision.
B. Lots.
(1) Both existing and proposed lot layouts, lot dimensions,
all required setback lines, metes and bounds descriptions for each
lot and individual lot areas in square feet and acreage. Lots shall
be designated by consecutive numbers until given an official lot number
designation by the Township.
(2) A zoning chart listing existing and proposed required
setbacks, height, floor area ratio, improved lot coverage and all
other information included in the schedule of area and yard requirements.
C. Other information. The tract name, Tax Map sheet and
date of revision, block and lot numbers, date of plat preparation,
reference meridian, scale, graphic scale and the following names and
addresses:
(1) Record owner or owners and name and address of property
to be subdivided; if other than an individual, the corporate officers
or partners or other statutory agent. The applicant's name and address.
The owner or applicant's last name and block(s) and lot(s) numbers
should be noted in the title block. There shall be a title block for
the signatures of the Board Engineer, Board Secretary and Board Chairman.
There shall be a legend required on the preliminary major subdivision
for endorsement by the Planning Board Chairman, Planning Board Secretary
and Township Engineer.
(3) Person who prepared the map, with his official seal
and license number.
(4) Owners of property within 200 feet of the entire tract
being subdivided with their designated block and lot numbers.
D. Acreage. Acreage of tract to be subdivided, to the
nearest hundredth of an acre.
E. Elevations, contours. Sufficient elevations, structures
and contours on-site at five-foot vertical intervals for slopes averaging
10% or greater and at two-foot vertical intervals for land of lesser
slope, to determine the general slope and natural drainage of the
land and the high and low points for a distance of 200 feet around
the entire tract boundary. An exhibit of hillside slope calculations
shall be required if the slopes exceed 10%.
F. Existing and proposed locations. The location of existing
and proposed property lines, streets, buildings, watercourses, railroads,
bridges, culverts, drain pipes, sanitary sewers, water mains, gas
mains, power lines, street trees (50 feet on center) and any natural
features, such as wooded areas and deciduous trees 12 inches dbh (diameter
at 4 1/2 feet above grade) or greater and nondeciduous trees
eight inches dbh or greater and dogwoods four inches dbh or greater;
and rock formations. This data shall be determined by field and/or
photogrammetric survey.
G. Streets. Preliminary plans and profiles at a scale
of not less than one inch equals 50 feet horizontally and one inch
equals five feet vertically, including cross sections every 50 feet
or as specified by the Township Engineer of all existing and proposed
streets, including right-of-way widths, curbs and gutters within the
subdivision and proposed connection with existing or future continuing
streets. The distances and radii of all curves along all street lines
shall be shown.
H. Utilities. Preliminary plans and profiles of proposed
utility layouts (water, storm and sanitary sewers) shall be at a scale
of not less than one inch equals 50 feet horizontally and one inch
equals five feet vertically, showing connections to existing or proposed
utility systems. The applicant shall indicate the general location
of the gas, telephone, water and electrical lines in existing and
proposed streets.
I. Sewers, drains, ditches. Preliminary plans and profiles,
including calculations, at a scale of one inch equals 50 feet horizontally
and one inch equals five feet vertically, of all proposed and existing
sanitary sewers, storm drains, drainage ditches and streams within
the subdivision, together with the locations, sizes, elevations, grades
and capacities of any existing sanitary sewer, storm drain, drainage
ditch or stream or watercourse to which the proposed facility shall
be connected. When brook or stream channel improvements are proposed
or required, the plans for such improvement shall be approved by the
State Department of Environmental Protection or the Somerset County
Planning Board, where applicable.
J. Percolation tests and soil logs. When an individual
sewage disposal system is proposed, the following requirements shall
be met:
(1) Percolation tests shall be made on each lot to determine
the ability of the soil to absorb effluent. Such tests shall be made
as directed by the Township Health Officer. The percolation tests
shall be approved by the Township Health Officer. No lot shall be
approved as a building lot unless a passing percolation test has been
secured.
(2) If the percolation rate meets the Township requirements,
the Health Officer shall prescribe the type and extent of the disposal
system in accordance with Township health ordinances.
(3) In areas of questionable percolation, the Health Officer
may establish the conditions under which the percolation tests may
be undertaken, including the month of the year and locations.
(4) The Planning Board may require, in areas of questionable
suitability for individual sewage disposal systems, soil logs to be
undertaken under the direction of the Board of Health.
(5) The data provided hereunder shall include the location
of each percolation test, soil log profiles and testing data and design
utilized.
K. Private sewage disposal. Plans for a typical individual
or package sewage disposal system where same is proposed. Said plans
shall be approved by the appropriate local and/or state agency.
L. Off-tract and off-site improvements. When the development
of the subdivision or improvements within the subdivision are contingent
upon improvements outside the boundaries of said subdivision, information
shall be supplied by the subdivider prior to Planning Board consideration
for preliminary approval that the improvements outside the subdivision
are installed and will be available to the subdivider.
M. Setback lines. All existing and proposed front, rear
and side yard lines shall be shown for all lots, noting the distances
of structures to property lines as appropriate.
N. Deed restrictions. A copy of any protective covenants
or deed restrictions applying to land being subdivided shall be submitted
with the preliminary plat.
O. Open space and detention basins. Any open spaces proposed
to be dedicated for public use as playgrounds or other public purpose
and the location and use of all such property and all detention basins
shall be shown on the plat, together with the area involved and who
shall own any such property.
P. Support capability. All the various soil delineations
of the tract shall be shown on the plans. When deemed necessary to
determine the suitability of the soil to support new construction,
the Planning Board shall require test holes or borings to be made
by a New Jersey licensed engineer or an approved testing laboratory
at the expense of the subdivider under the direction of the Township
Engineer.
Q. Environmental impact statement. A full or partial environmental impact statement shall be submitted as required by the Planning Board under §
126-270 of the Township Municipal Code. Waivers are not permitted from this requirement, if any slopes on-site exceed 15% or if the property is in a floodplain area.
R. Conservation plans. Plans showing measures designed
to minimize soil erosion and sedimentation, such as berms, siltation
ponds, sediment traps, detention and retention basins, landscaping,
natural cover, energy dissipate and riprap. Plans may also include:
(1) A storm drainage schedule, including a description
of all temporary and permanent structures, negative measures and other
techniques for the control of stormwaters, together with a time table
for the construction or installation of such structures, negative
measures or other techniques.
(2) A schedule containing the timing of and description
of temporary and permanent soil stabilization measures, including
tracking, scarification, serration of slopes, roughening, mulching,
silting, chemical binders and other suitable methods of soil stabilization.
(3) The location and description of water interception
and diversion measures, such as diversion ditches, dikes, barriers
and disposal structures such as flexible or sectional down drains,
flumes, lineal spreaders and the like.
S. Drainage calculations and details as required by Article
XXXVII.
T. Copies of submissions and fees.
(1) Twenty four copies of the application form, checklist,
fee schedule with calculations and supporting documentation and the
preliminary plans requested herein shall be submitted. All documents
submitted must be collated into 24 sets.
(2) In the alternative, the applicant may choose to submit
three full sets of documents for completeness review only. When the
documents submitted comply with the submission requirements, the Township
will notify the applicant to submit the other 21 sets in order to
be deemed complete. This option is made available to applicants in

(3) If the application involves a request for a subdivision
or site plan including land development of more than 50 dwelling units
or 50,000 square feet of nonresidential building space or all major
subdivisions or site plans within 500 feet of a municipal border or
critical natural resources like primary or secondary streams identified
in the County Open Space Plan, that may affect neighboring jurisdictions,
the applicant must submit a copy of the full application packet, including
plans, to Somerville Borough and Raritan Borough and provide proof
of submission/mailing.
(4) All fees (both application and escrow) must be paid.
U. Survey, deeds and signed consent. There shall be submitted
a survey of the property signed and sealed by a licensed surveyor.
Copies of all present deeds relevant to the property, including deeds
of easement, shall be submitted. A signed consent form shall be submitted
even if the applicant is the owner.
V. Documents and statements. The following documents
and statements shall be required:
(1) A flood hazard exhibit or a letter from the designing
engineer stating that the tract is not in the flood hazard area.
(2) A certification from the Tax Collector that all real
estate taxes are paid current.
(3) A statement from the designing engineer stating that
the plans are in compliance with the residential site improvements
standards (RSIS).
(4) A letter from the Somerset-Raritan Valley Sewerage
Authority stating that it has the capacity for and will accept and
treat the effluent from the proposed subdivision.
(5) A letter from the water supplier stating that the
water system, as proposed, is adequate for the development. The letter
shall state the present safe daily yield of the system, the expected
demand by the development on the system and the remaining safe daily
yield of the system.
(6) Proof of referral to other appropriate governmental
agencies (including Somerset County) for review and approval.
W. Development proposed and requested relief. With respect
to these items, the applicant shall provide:
(1) A letter of intent stating:
(a)
Type of structure to be erected;
(b)
Approximate date of start of construction;
(c)
A tentative phasing plan for the entire subdivision
indicating all facilities, including the estimated number of lots
on which final approval will be requested for the first section.
(2) A request for a waiver from any ordinance requirement
shall be specified and properly documented.
(3) A request for a hardship variance, conditional use
or special permit shall be specified along with a detailed description
of that request and the basis for same.
X. Electronic copies of final subdivision plans, as filed
in the Somerset County Clerk's office (with proof of filing shown
on the map). This is to be in a form acceptable to the Township Engineer.

An applicant submitting an application for preliminary major subdivision shall complete Form # 3B, in accordance with the requirements of §
126-236 entitled "Preliminary major subdivision." This Form # 3B is entitled "Application: Preliminary Major Subdivision" and is set forth, hereinbelow, in its entirety.

A. The final plat and all final plans and profiles of
improvements and other original exhibits shall be filed with the Township
Clerk at least two weeks prior to the regular meeting of the Planning
Board when the plat is to be considered. The plat shall be drawn in
compliance with the provisions of the Map Filing Law.
B. The final plat shall show or be accompanied by the
following:
(1) Identification. Date, name of applicant, name of subdivision
and the key map of the subdivision, name of owner, scale, graphic
scale and reference meridian. The final plat shall be drawn at a scale
of not more than one inch equals 50 feet.
(2) Other information. Tract boundary lines; rights-of-way
lines of street names; street names, easements and other rights-of-way;
land to be reserved or dedicated to public use; all lot lines, with
accurate dimensions, chord bearings and distances; arc lengths; central
angles, tangents and radii of all curves; and areas of each lot in
square feet.
(3) Public or private use. The location and purpose of
any easements or land reserved or dedicated for any use shall be indicated,
and the proposed use of sites other than residential shall be noted.
(4) Block and lots. All block, lot and house numbers shall
be approved by the Township Engineer and the Tax Assessor and shall
be related to existing block and lot numbers as shown on the Official
Tax Map of the Township. A letter from the Tax Assessor to this effect
shall be provided by the applicant.
(5) Monuments. Location and description of all monuments,
existing or to be set, shall be shown,
(6) Consent of owner. Certification, signed and notarized
(even if the applicant is the owner), that the applicant is agent
or owner of the land or that the owner has given consent to file said
map.
(7) Approval. When approval a plat is required by any
officer or body. whether municipal, county or state, approval shall
be certified on the plat.
(8) Certifications. The final certifications shall appear
on the final plat:
(a)
I hereby certify that this map and the survey
have been made under my immediate supervision and comply with the
provisions of the Map Filing Law. (Include the following, if applicable.)
I do further certify that the monuments, as designed and shown hereon,
have been set.

A certification by letter from a licensed engineer
or licensed land surveyor of the applicant that the final plat is
drawn, consistent with and presented exactly the same as a preliminary
plat approved by the Planning Board and. if there are any changes,
all changes shall be set forth in the certification as exceptions
to the general statement. Said certification shall be submitted in
an original and two copies.
(b)
A letter from the Tax Collector that all taxes
on the property have been paid current.
(c)
Any and all additional exhibits required by
the appropriate municipal land use board as a condition of preliminary
approval.
(10)
Deeds. With respect to the property upon which
this approval is based, the applicant shall submit all deeds, including
deeds of easement.
(11)
Mylars. After approval of the plans, the applicant
must submit mylars for signatures. Two mylars and nine prints must
be returned to the Planning Board office after filing with the County
Clerk.
(12)
Compliance report. The applicant must submit
a completed compliance report indicating compliance with the requirements
and conditions of preliminary approval.
(13)
Signature block. A signature block must exist
for the signature of the Board Engineer, Board Chairman and Board
Secretary.
(14)
Copies of submissions and fees.
(a)

An applicant submitting an application for final major subdivision shall complete Form # 3C, in accordance with the requirements of §
126-237 entitled "Final major subdivision." This Form # 3C is entitled "Application: Final Major Subdivision" and is set forth, hereinbelow, in its entirety.
