No water meter shall be set or removed or disturbed
without a permit from the Water Department. In general all meters
shall be installed and removed only by duly authorized agents of the
Water Department.

A. Upon the written application of any residential consumer,
with a meter of less than one and one-half inches, of the City water
supply made to the Water Department and accompanied by an inspection
fee of $50, the Water Department shall remove the meter, bring the
same to its shop and there test the same in the presence of the owner,
if he or she so desires. If upon such inspection the meter is found
to be more than three-percent fast, the Water Department shall return
to the consumer the inspection fee and make such reduction in the
current bill as the facts warrant. If, however, the meter does not
overregister more than the above-mentioned 3%, the Department shall
retain the inspection fee as its expense for the testing.
B. Any meter two inches or larger must be inspected and
tested every three years commencing 10 years after its installation.
The testing shall be conducted by a vendor that is selected and hired
by the City at the owner's expense. The meter must operate within
standards promulgated by the American Water Works Association (AWWA).
If the meter does not operate within the AWWA's standards, it shall
be replaced at the owner's expense.
