No person shall establish, conduct or maintain
an area for the purpose of allowing the general public or any organization,
club, order or group of any kind to picnic within the same, whether
a fee is charged for said use or not, within the Incorporated Village
of Bayville unless and until a license is secured pursuant to this
section and the Licensing Ordinance.

The fee for a license granted hereunder shall
be as provided in the Licensing Ordinance.

All persons obtaining a license under this chapter
shall at all times maintain all the sanitary and other facilities
provided in good order and also shall provide for and be responsible
for the peace and good order of the premises. Failure to conform with
this section will result in suspension or revocation of the license
as provided in the Licensing Ordinance.

Any person committing an offense against any
provision of this chapter shall, upon conviction, be guilty of a violation
pursuant to the Penal Law of the State of New York, punishable by
a fine not exceeding $500 or by imprisonment for a term not exceeding
15 days, or by both such fine and imprisonment. The continuance of
an offense for each day (24 hours) shall be deemed a distinct and
separate violation.
