A. 
No person, firm or corporation, either as owner, lessee, tenant or agent thereof, of any property, dwelling, building or place shall construct or maintain any privy, cesspool, sewage disposal system, pipe or drain so as to expose or discharge the sewage contents or other deleterious liquids or matter therefrom to the atmosphere or onto the surface of the ground, or into any storm sewer or drain, nor so as to endanger any source of supply of drinking water, nor as to discharge into any watercourse or body of water, unless a permit for such discharge shall have been issued therefor by the State Commissioner of Health, and such discharge shall be made in accordance with the requirements thereof.
B. 
No facilities for the private disposal of sewage shall be constructed under or within any building or structure, and no building or structure shall be erected on an area within which private sewage disposal facilities are in use.
C. 
No new buildings or dwellings shall be constructed, and no substantial alterations or additions thereto shall be made, and no new parking fields shall be constructed unless suitable provision is made for the disposal of stormwater. Where sewers are not available for stormwater disposal and where soil and finished surface grade are suitable, the following means of disposal may be used:

(1) 
Dry well: size dependent on the area to be drained and soil absorption.
(2) 
Dry well with additional subsurface drains: where soil absorption is such that a dry well cannot handle the load.
(3) 
Drainage for roof combined with drainage for surface and subsurface and where a dry well is of limited capacity: a dry well for surface and subsurface drainage; roof drains leading to a splash block and directed away from the dry well.
(4) 
Splash block: when discharging roof drains at grade, a splash block should be used to minimize soil erosion.

This chapter shall be enforced by the Board of Trustees of the Village under the rules and regulations adopted by them or by such person as hereafter may be designated by the Board of Trustees. For any and every offense against the provisions of this chapter, the owner, lessee, tenant or agent thereof of any building or premises where such offense has been committed or which exists, or the agents or contractors of the owner, lessee or tenant, or any other person who commits, takes part in or associates in such offense or who maintains any building or premises in which such offense shall exist, for each and every offense shall, upon conviction, be guilty of a violation pursuant to the Penal Law of the State of New York, punishable by a fine not exceeding $500 or by imprisonment for a term not exceeding 15 days, or by both such fine and imprisonment.
