Any police officer may orally direct traffic or prohibit the parking of any vehicle on any street or public place in the Town for the purpose of preventing any obstruction or impediment to the safe travel of vehicles thereon.

It shall be unlawful for any person to fail to comply with any law, ordinance or rule or regulation of the Traffic Authority relating to traffic or parking or for any person to fail to comply with any direction by voice, hand or sign of any member of the Police Department in connection therewith or for any person to fail to comply with any traffic sign, marking or signal unless otherwise directed by a member of the Police Department.

No vehicle, except authorized emergency vehicles, shall pass through a funeral procession. If the head of a funeral procession, whether vehicles or persons, has started past a traffic signal light on the green light, such procession may continue to proceed past such signal light continuously regardless of whether such signal light changes from green to any other color while such funeral procession is passing, and while such funeral procession is so passing all other traffic shall refrain from crossing or passing through such funeral procession.

No unauthorized person shall deface, injure, remove or destroy any traffic sign, signal or marker erected or affixed by the direction of the Traffic Authority or under authority of state law or by or under the direction of the Chief of Police.

A.
The Fire Marshal of the Town of Stratford is hereby directed and authorized to establish fire zone areas within or near any public or private street highway or passway when, in his judgment, for the safety of the general public, such areas shall be restricted no-parking zones.
B.
Whenever the Fire Marshal establishes a fire zone, he shall file a copy of his order with the Director of Safety of the Town, who shall countersign approval of the same.
C.
Such restricted areas shall be clearly marked, for example: "No Parking--Fire Zone."

It shall be unlawful for any person to park his vehicle in a zone where the posted signs prohibit parking or for any person to park beyond the time designated where the posted signs restrict parking as to time. It is also unlawful to park in those areas where no parking is indicated by markings on pavement or curblines.

A.
During any period of snow and/or ice alternate-side-of-the-street parking shall automatically take effect without further notice. The requirements of this section shall continuously apply to and remain in effect on all Town streets that have accumulated snow on any part of the street so that snow removal efforts are not hampered by the presence of any motor vehicle. The requirements of this section may be extended by the Mayor to days when no period of snow and/or ice exists, or may be suspended altogether by the Mayor if, in the opinion of the Mayor, circumstances warrant such action. This provision shall further apply to any other emergency condition affecting the health and welfare of the Town, as determined by the Mayor and/or the Chief of Police. Alternate-side-of-the-street parking shall mean that parking will be allowed on the odd-numbered side of the street on odd-numbered days, from 8:00 a.m. on the day thereof to 8:00 a.m. on the following day, and on the even-numbered side of the street on even-numbered days of the month, from 8:00 a.m. on the day thereof to 8:00 a.m. on the following day.
B.
Vehicles subject to towing. Any vehicle which is found to be standing or parked on a side of the street other than the side designated for that date during a snowstorm or other emergency, as declared by the Mayor, shall be issued a parking ticket and removed by towing at the direction of the Stratford Police Department.
C.
Impoundment of vehicle. Such motor vehicle, having been so removed, shall continue to be impounded until the towing and storage charges, as determined by the Stratford Police Department, shall have been paid by the owner or person entitled to possession of such vehicle. Nothing in this section shall be construed as prohibiting a clergyman, physician or utility serviceman from parking a motor vehicle on any side of the street in the Town while engaged in the performance of his duties during such an emergency.
D.
Parking in driveway. No person having access to a driveway shall permit a motor vehicle owned by him or any member of his household to remain parked on an adjoining public street during such a snow emergency.
E.
Snow or ice deposits. No person shall cause snow or ice to be deposited by him on any public street or sidewalk within the Town of Stratford.

A.
When there is a violation of this article by a person, a member of the Police Department shall attach to the vehicle in violation a notice to the owner or operator thereof that such vehicle has been parked in violation of the provisions of this article and directing such owner or operator to report to the officer on duty in the Police Department in regard to such violation. Each such owner or operator shall, within 10 days of the time when such notice was attached to his vehicle either pay to such desk officer, as a penalty for and in full satisfaction of such violation, the amounts set forth below or request an informal hearing with a police department enforcement representative regarding his/her liability for violation of this chapter of the Code. Failure to either pay or to resolve the issue at the informal hearing shall result in collection pursuant to the Citation process as set forth in Chapter 6 of the Code.

Parking a properly registered inoperable motor vehicle on Town streets or on Town property for more than 24 hours.

Parking a trailer, as defined by Zoning Regulations Section 4.1.8, as amended, on Town streets or on Town property for more than 24 hours.
(f)
Parking a properly registered and operational motor vehicle on Town streets or on Town property for more than four days when such owner does not reside on that street.
B.
The owner of the vehicle found to be in violation shall be responsible for all violations charged. The failure of such owner to make such payment as provided within the ten-day period shall make him liable to an additional penalty of double the original fee. If payment is not made within 15 days, then the owner shall be liable for an additional penalty of $25 plus court costs, attorneys' fees and any other costs of collection.

A.
Restricted areas. For the period beginning the Friday preceding Memorial Day to September 30 of each year, no person shall park a motor vehicle in the parking areas adjacent to Short Beach or Long Beach marked and designated by appropriate signs as "restricted areas" unless there is affixed to the front windshield of the driver's side of the vehicle an appropriate sticker which would designate the owner of the vehicle as being a taxpayer or resident of the Town.
B.
Stickers to be issued to taxpayers or residents. Stickers shall be issued biannually to all taxpayers or residents of the Town, subject to the requirements of § 203-17, and shall have the current year printed thereon.

C.
Season stickers may be purchased by nontaxpayers or nonresidents for Short Beach or Long Beach. A season sticker may be purchased by a nontaxpayer or nonresident of the Town for a fee in an amount set by the Stratford Town Council upon recommendation of the Short Beach Park Commission and in effect at the time of purchase.
D.
Unrestricted area at Short Beach designated.
(1)
For the period beginning the Friday preceding Memorial Day through September 30 of each year, no person shall park a motor vehicle in the parking area adjacent to Short Beach marked and designated by appropriate signs as an "unrestricted area" without paying a parking charge therefor.
(2)
Fee. The parking charge referred to in Subsection D(1) shall be set by the Town Council upon the recommendation of the Short Beach Park Commission and shall be paid to the attendant on duty in the parking area at the time.
(3)
Number of spaces. The number of parking places available for unrestricted parking shall be at the discretion of the Chief of Police but shall not be fewer than 50 parking spaces.
E.
Parking shall be permitted in spaces at the Lordship seawall after the expiration of the posted time period for the convenience of patrons of restaurants immediately adjacent thereto until the closing of such establishments.

There shall be established a fee for the registration of golf carts approved for use on the Town roads pursuant to Section 14-300g of the Connecticut General Statutes and the regulation concerning the use of golf carts adopted by the Traffic Authority of the Town of Stratford. The amount of said fee is hereby initially set at $100 for each registration period, which amount may be amended from time to time by the Council, upon recommendation from the Traffic Authority. The fees collected pursuant to this section shall be used for the benefit of the activities of the Traffic Division of the Stratford Police Department.

Any person who shall refuse to follow the order or direction of any police officer concerning the prohibition of and regulation of parking, as described in § 203-10, or shall fail to follow the direction or order of any sign or traffic signal concerning the prohibition or regulation of parking in the area described in § 203-10 shall be fined $25 for each and every offense plus court costs, attorneys fees and any other costs of collection.

A.
No person shall permit any motor vehicle, recreational vehicle (RV), camper, trailer or boat owned by such person or operated by the agent or employee of such person in the business of such person to remain standing upon any Town common, or upon any right-of-way, highway, sidewalk or between any street lines of the Town for a period longer than 72 hours.
No person engaged wholly or partly in the business of the repair and sale of motor vehicles shall park or leave any motor vehicle which such person may have in his custody for sale or repair on any Town common or public highway or sidewalk or between any street lines of the Town for a longer period of time than three hours in any one day. This section, however, shall not be construed to include motor vehicles owned and regularly operated by any person referred to in this section. The term "regularly operated" shall be construed to mean operated at least once in every 48 hours and for a distance exceeding one mile.
