[HISTORY: Adopted by the Town Board of the Town of Southeast 3-18-1993 by L.L. No. 3-1993. Amendments noted where applicable.]
The Town of Southeast hereby adopts a uniform system of street names and property numbering for the purpose of assigning street addresses to all developed properties within the Town.
Notwithstanding any other provision of state or local law or regulation to the contrary, for the purposes of this chapter, the following terms are defined as follows:
- CONNECTOR ROAD
- All Town-owned roads that connect a main road, as hereinafter defined, at two different points or that lead from one main road to another main road. In addition, the term "connector road" shall include roads that may be used as detours should a main road be closed due to a catastrophe or reconstruction. The term "connector road" shall include but not be limited to the following roads:
- LOCAL ROAD
- Includes all low-traffic roads within the Town, such as those servicing residential neighborhoods or which could end in a dead-end or cul-de-sac or empty out to another low-volume road.
- MAIN ROAD
- All New York State routes and all county highways within the Town. In addition, the following Town roads shall qualify as "main roads," their designation being based upon volume of traffic flow. The term "main road" shall include but not be limited to the following roads:
The following numbering conventions are adopted in order to implement the uniform property numbering system:
Local (land service) roads. Numbers start at a main or connector road and increase in any direction from such road.
Generally, odd numbers are used on the west and south sides of any road.
Generally, even numbers are used on the east and north sides of any road.
When the above generalizations are in conflict, such as when a road runs in two directions, e.g., east then north, northwest or loops, convention is to make a judgment based upon the longest segment of the road.
New construction; subdivisions.
Prior to the issuance of any certificate of occupancy for new residential or commercial construction within this Town, the Assessor shall assign a number to each structure for which such certificate is sought in accordance with the foregoing conventions.
No real estate subdivision shall receive final approval from the Planning Board unless and until the Town Assessor has assigned numbers to each lot contained in such subdivision in accordance with the foregoing conventions and has endorsed his or her approval on the plat.
The Putnam County base map entitled "Town of Southeast, Putnam County, New York," dated 2-17-1989, prepared by the Putnam County Division of Planning, is hereby adopted in order to set forth the correct street names for implementing this chapter.
No new streets shall be accepted by the Town until such street shall be identified by name. If new streets are extensions of existing streets, the name of such existing streets shall be attached to such extension. If a new street is not an extension of an existing street, then the name by which the new street is designated shall not be identical to, nor bear any similarity to, or conflict with the names of any existing street as shown on said map, amendment or modification thereof.
Prior to the assignment of a name to any new street, such name shall be approved by the Assessor of the Town of Southeast.
The following specifications, standards and requirements in connection with the numbering of properties and principal buildings are hereby adopted:
All properties or parcels of land within the area as shown on the above-mentioned map shall hereinafter be identified (for street location purposes) by reference to the uniform numbering system adopted herein. All existing numbers of property and buildings not now in conformity with the provisions of this chapter shall be changed to conform to the system herein adopted within six months after the adoption of this chapter.
Each principal building shall bear the number assigned to the street frontage on which the front entrance is located. In case a principal building is occupied by more than one business or family dwelling unit, the entrance to each separate use of such principal building shall bear a separate number.
Numerals indicating the official numbers for each principal building or for each separate entrance as specified above shall be posted in a manner as to be visible from the street on which the property is located. Whenever any building is situated more than 50 feet from the street line, the official number shall be affixed to a gate post, fence, tree, post or other appropriate place so as to be easily discernible from the street line and so as to show clearly, if not otherwise evident, which is the driveway for the property. The numbers shall be not less than four inches in height and shall be made of durable and clearly visible material.

The official numerals shall be placed on new buildings by the owner or agent within 30 days after notice to the owner or agent of the number assigned.
A certificate of occupancy shall not be issued for new buildings unless this chapter has been complied with.
The official numerals shall be placed on seasonally occupied buildings by the owner or agency not later than 30 days after the adoption of this chapter.
The Building Inspector and/or the Zoning Enforcement Officer shall enforce the provisions of this chapter, and the Building Inspector shall keep a record of all numbers assigned.
Any person who shall violate any provision of this chapter shall be guilty of a violation punishable by a fine of not less than $100 nor more than $250 for each offense. Each week a violation of this chapter shall continue to exist shall constitute a separate additional violation as provided in the Penal Law of the State of New York.
Chapter 122 of the Code of the Town of Southeast, entitled "Streets, Numbering of," enacted by Local Law No. 2 of 1990, is hereby repealed in its entirety and replaced by the foregoing provisions.
