No person shall saunter or loiter in a street,
sidewalk or place to which the public has a right of access in such
manner as to obstruct or endanger travelers or in a manner likely
to cause a breach of the peace or incite to riot.
Nothing in this chapter shall be construed to
curtail, abridge or limit the right or opportunity of any person to
exercise the right of peaceful persuasion guaranteed by Chapter 149,
§ 24, of the Annotated Laws of Massachusetts or to curtail,
abridge or limit the intendment of any statute of the Commonwealth
of Massachusetts.

Any violation of this chapter shall be punished
by a fine of not more than $300 for each offense.
