Except as provided in 38 M.R.S.A. §§ 1320 and 1321,[1] sewage may not be discharged on the surface of any land within the Town of Topsham. It may not be discharged into any classified or unclassified waters within the Town of Topsham. Sludge from a municipal sewage treatment plant must be disposed of in accordance with Maine Guidelines for Municipal Sewage Treatment Plant Sludge Disposal on the Land, dated November 1975 and published by the Life Sciences and Agriculture Experiment Station, the Cooperative Extension Conservation Commission, copies of which are on file in the office of the Town Manager.

A person shall not transport sewage in any vehicle unless it is spillproof and leakproof. Sewage being transported in any vehicle must be emptied at the place and in a manner approved by the Trustees of the Topsham Sewer District, unless disposed at an acceptable site outside the boundaries of the Town of Topsham.
