Borough of Florham Park, NJ: Newly acquired dogs; dogs attaining licensing age; dogs brought into Borough.

Any person who shall own, keep or harbor a dog of licensing age (seven months) shall, no later than January 31 of the licensing year or after acquisition thereof as provided in this chapter and in the month of January annually thereafter, apply for and procure from the Clerk of the Borough or other official designated by the Council thereof to license dogs in the Borough a license and official metal registration tag for each such dog so owned, kept or harbored and shall place upon each such a dog a collar or harness with the registration tag securely fastened thereto. The owner of a newly acquired dog shall make application for a license and registration tag within 10 after such acquisition or age attainment.

Registration for potentially dangerous dogs: refer to State of New Jersey Statutes Annotated, Title 4, Agricultural and Domestic Animals, Section 4:19-37.

§ 108-11 Application; registration number; reports.

The applicant shall state the breed, sex, age, color and markings of the dog for which the license and registration are sought and whether it is of a long- or short-haired variety; also the name, street and post office address of the owner and the person who shall keep or harbor such dog. The applicant shall also provide written proof of spaying/neutering of dog. The applicant shall also provide proof of rabies certificate validation issued by a licensed veterinarian in accordance with the latest Compendium of Animal Rabies Vaccine and Recommendations of Immunization Published by the National Association of State Public Health Veterinarian.

The information on the application and the registration number issued for the dog shall be preserved for a period of three years by the Clerk or other local official designated to license dogs.

In addition, he shall forward to the State Department of Health each month, on forms furnished by the Department, an accurate account of registration numbers issued or otherwise disposed of.

Registration numbers shall be issued in the order of applications.

§ 108-12 Fees.

Persons applying for the license and registration tag shall pay the annual fee for such license of $21 for nonspayed or nonneutered. The fee for all persons who present proof that their dog has been neutered or spayed is $18. For each renewal, the fee for the license shall be same. There will be a fee of $4 for replacement of a lost tag or license. Such licenses and renewals thereof shall expire on January 1 of each year.

Editor's Note: This ordinance provided that its updated fees shall take effect in January of 2024.

Persons who fail to obtain a license as required by January 31 of the licensing year shall be subject to a nonrefundable delinquent fee of $15 per animal and subject to prosecution in the Municipal Court of the Borough. Late fees will be effective as of February 1 of the licensing year, and summonses will become effective March 1 of the licensing year.

All contested summons fees are at the discretion of the Municipal Judge. The fee(s) applies to owners who did not comply by January 31 of the licensing year.

§ 108-13 Newly acquired dogs; dogs attaining licensing age; dogs brought into Borough.

The owner of any newly acquired dog of licensing age or of any dog which attains licensing age shall make application for a license and registration tag for such dog and shall pay the necessary fee for the same within 10 days after such acquisition or age attainment.

Any person who shall bring or cause to be brought into this state any dog licensed in another state for the current year and bearing a registration tag and who shall keep the same or permit the same to be kept within the state for a period of more than 90 days shall immediately apply for a license and registration tag for each such dog unless such dog is licensed under § 108-16.

Any person who shall bring or cause to be brought into this state any unlicensed dog and shall keep the same or permit the same to be kept within the state for a period of more than 10 days shall immediately apply for a license and registration tag for each such dog, unless such dog is licensed under § 108-16.

§ 108-14 Removal or use of registration tag.

No person, except an officer in the performance of his duties, shall remove a registration tag from the collar of any dog without the consent of the owner, nor shall any person attach a registration tag to a dog for which it was not issued.
