There is hereby created and established the Office of Relocation Assistance. The purpose of said office shall be to assist and provide fair and equitable treatment to individuals and/or their families with relocation in the event that same is required or deemed necessary in order to satisfy health and safety concerns or other emergency.
The Office of Relocation Assistance shall be operated and managed by the Director of Relocation Assistance who shall be appointed by the Township Committee. The Director of Relocation Assistance shall serve in such capacity until such time as a successor Director has been appointed by the Township Committee.
A. 
The Director of Relocation Assistance shall be under the immediate supervision of the Township Administrator and shall have all the powers to perform all of the obligations that a municipality must perform pursuant to the laws of the State of New Jersey and any agreements between the municipality and the appropriate county board including but not limited to the Monmouth County Board of Social Services.
B. 
The duties and responsibilities of the Director shall include but not be limited to:
(1) 
Determining the needs of any individual or family that must be relocated and to provide assistance in minimizing the hardships to such displaced persons;
(2) 
Assist relocated persons to secure decent, safe and sanitary dwelling units at costs and expenses which are within the relocated individual's means;
(3) 
Assist in providing any displaced person or family a reasonable time from the date of displacement within which to apply for relocation assistance payments; and
(4) 
To the greatest extent practical, coordinate all relocation activities with the appropriate state or county agencies, including but not limited to the Monmouth County Board of Social Services.
C. 
A municipality may pay relocation assistance to any individual or family that must be relocated as a result of a health and safety concern, damage by fire or other emergency or for any reason as set forth in the statutes and regulations incorporated by reference herein. Payments may be made by the municipality in accordance with the appropriate law(s) and/or pursuant to the relocation assistance fund which may be established in accordance therewith.
There is hereby incorporated by reference the appropriate New Jersey statutes and regulations pertaining to relocation assistance. More particularly, the Director of the Office of Relocation Assistance shall have all powers, duties, responsibilities and authority as set forth in the following: N.J.S.A. 20:4-1 et seq., N.J.S.A. 52:31B-1 et seq., N.J.S.A. 2A-18-61.1 et seq., N.J.A.C. 5:11-1 et seq.
In addition to the above, nothing in the within section shall prevent or shall be interpreted to preclude the municipality from issuing the appropriate summons to an owner-landlord of any structure whereby a relocation of an individual or family was necessary or appropriate, and where there has been an illegal occupancy, zoning or housing code violation, or other violation of any New Jersey state law, regulation or municipal ordinance. Violations of this section shall be punishable in accordance with the provisions of Chapter 1, Article II, General Penalty.
